The problem of China’s population aging has been deepening since 2001,and the structure of China’s family population is graduallyshowing the characteristics of aging,low birth rate,and small family size.To this end,the state began to adjust the family planning policy.The implementation of the comprehensive two-child policy in 2016 ushered in a wave of "two-children" in China.The number of elderly maternal has increased significantly.Excessive age has significantly increased the incidence of pregnancy-related diseases in pregnant women and neonatal congenital diseases.In the first half of 2016,the maternal mortality rate in China was 18.3 per 100,000,an increase of 30.6%year-on-year,and older pregnant women face higher fertility risks.In addition,with the development of the times,young people’s concept of childbearing has changed,and their awareness of childbearing risks has been strengthened.Considering the childbearing risk and the economic and opportunity costs of childbearing,more and more women of childbearing age choose late marriage and late childbirth which has also contributed to the growth trend of elderly maternal in China and reflects the higher demand for fertility security for women of childbearing age.However,the current level of social security in China is generally low.There are still problems such as fund operation risks in the combination of maternity insurance and basic medical insurance,and the obstetric medical service system needs to be improved.The improvement of our maternity security system requires a long-term process.Therefore,commercial maternity insurance is needed to cooperate and play its important role in preventing fertility risks and reducing the degree of fertility risk damage.China’s commercial maternity insurance started in 2009,with a short development time and slow pace,and many commercial maternity insurance products have been removed from the market.Currently,there are fewer commercial maternity insurance products on the market,and people’s willingness to buy is not high.The research on China’s commercial maternity insurance mainly focuses on the supplementary aspects of commercial maternity insurance to basic medical insurance,the development status and development opportunities of commercial maternity insurance.Most of them are theoretical studies,and there are fewer empirical studies involving the demand for commercial maternity insurance.Therefore,considering that pregnant women are most aware of their own reproductive risks,this article takes pregnant women as the research object,adopts a questionnaire to obtain the required data,uses the logistic regression model to conduct empirical research on the influencing factors of commercial maternity insurance demand,finds out the main factors that affect pregnant women’s purchase of commercial maternity insurance,analyzes the influencing direction and reasons of these factors,and then proposes some suggestions for the development of commercial maternity insurance.This article first introduces the concepts and development status of fertility risk,maternity social insurance and commercial maternity insurance,and then based on the research results of relevant literature,combined with the characteristics of pregnant women and the development status of commercial maternity insurance,a basic analysis is made on the influencing factors of pregnant women’s commercial maternity insurance needs and hypotheses are put forward.Afterwards,data from 240 pregnant women in three public hospitals in Tangshan City,Hebei Province are collected through a questionnaire,and a logistic regression model is used to analyze the influencing factors affecting the needs of pregnant women’s commercial maternity insurance.The results show that the seven factors:monthly income of maternal family,the necessity of pregnancy tests,the degree of distress of pregnancy,the total cost of childbirth,concomitant expenses,the availability of other commercial insurance,and the recognition of commercial maternity insurance have significant positive impact on the demand for commercial maternity insurance.Finally,based on the above analysis,the author makes relevant recommendations to insurance companies,private hospitals,and the government.For insurance companies,the first is to improve commercial maternity insurance products to meet the diverse needs of different customer groups;the second is to strengthen cooperation with maternal and child health institutions to optimize product design;the third is to increase product promotion and increase product visibility.For private hospitals,it is to strengthen cooperation with insurance companies and explore a win-win mechanism between hospitals and insurance companies.On the government side,the first is to raise awareness of maternal reproductive risk and insurance;the second is to improve the obstetric medical service system and raise the level of fertility medical security;the third is to improve laws and regulations and policies related to fertility.Through this article,I hope that it can provide an advantageous direction for insurance companies to further develop commercial maternity insurance products,and to meet the different levels of maternity protection needs of fertile women.Therefore,the complementary role of commercial maternity insurance to basic medical insurance will be better exerted,the reform of China’s maternity insurance system will be promoted,and it will be helpful to the solution of China’s population ageing problem.
