Research On The Impact Of Maternity Insurance On Fertility Intention Under The Policy Of Encouraging Fertility

Focusing on the national practical hot issues,this thesis studies the impact of maternity insurance on people’s second child fertility intention under the background of the three-child policy and puts forward relevant suggestions to further improve the implementation effect of the maternity policy.The introduction of the three-child policy fully reflects the government’s attention on fertility measures and the implementation of corresponding supporting policies.Therefore,contributing to the fertility policy is conducive to solve the country’s livelihood and adjust the population balance,enable the country to develop and progress in a longer-term sense.Under the background of the three-child policy,it is particularly important to give full play to the positive regulating effect of maternity insurance on the birth rate and to improve the supporting measures for maternity.Only by strengthening the regulating role of maternity insurance policy can people’s fertility willingness and fertility level be improved.According to the survey results after the implementation of the existing two-child policy,this thesis uses the Logit empirical model to carry out regression prediction and study the influence and moderating effect of maternity insurance on people’s willingness to have a second child.Taking whether to participate in maternity insurance as an explanatory variable and whether to have the willingness to have a second child as an explained variable,this thesis analyzes the impact of maternity insurance on the willingness to have a second child,and further considers the mechanism of household registration and family income on the willingness to have a second child.Based on the 2018 CLDS database,this thesis adopts Logit model for empirical analysis.The result shows that compared with those without maternity insurance,those with maternity insurance were more enthusiastic about having a second child.Moreover,compared with urban residents,rural residents have a higher willingness to have a second child,and rural residents are still the main contributor to China’s birth rate.The willingness of married people to have second child is stronger than that of unmarried people.Compared with families with low-income level,the family planning of high-income people is less constrained by economic level,and they have a stronger will to have a second child without concern about economic pressure.Compared with families those who do not live with their parents,families that live with their parents have less time and economic pressure to raise children,so they tend to have a higher desire to have a second child.As an important social security system,maternity insurance still has problems such as limited coverage and difficulty for small and micro enterprises in the process of historical practice,which makes it difficult to give full play to the role of maternity insurance.Corresponding to three-child policy,this thesis puts forward the following suggestions to better improve the willingness of people to breed: first,broadening the birth insurance coverage,and the implementation of the new mode of ginseng of birth insurance,from the government,enterprises and individuals to provide new ginseng financing way for the worker,let more women can enjoy birth insurance benefits;second,increase the intensity of maternity insurance subsidies,expand the coverage of maternity subsidies,provide higher level of medical services for pregnant women and infants and increase the proportion of medical reimbursement,implement medical subsidies for families with multiple children,reduce the related burden of family medical expenses;third,improve the legal norms related to maternity leave,improve maternity leave legal system,so that female workers get better postpartum recovery and adjustment,and the implementation of parental leave system for children to get better growth.
