Talents are the first resource for China’s economic and social development,and talent policy is increasingly valued by government departments as an effective way to guide and promote the effectiveness of talent.Harbin New Area has formed a "five-area superposition" situation with a concentrated layout of high-level policy function areas through upward striving and active undertaking of national and provincial strategic layout,and the demonstration and leading effect of the government-led talent policy generation mode is becoming an effective practice to narrow the regional development gap and realize the leapfrog development of less developed areas.Therefore,exploring the model and connotation of talent policy generation in Harbin New District can provide useful experience for many regions to promote the implementation of talent strategy and regional development.This paper focuses on the progressive characteristics of talent policy generation in Harbin New Area,firstly,based on the theories of advantage superposition and progressive decision making,it composes an overview of the development of Harbin New Area and the formation process of policy superposition,and constructs an analysis framework of the process of talent policy generation in Harbin New Area based on the progressive decision making model.On the basis of this framework,we collected and screened various talent policies issued by the central government to the new area in the past five years,and used them as a model to analyze the gradual characteristics of the generation of talent policies in Harbin New Area and the direction of policy development in this process.On the basis of this,the logical differences in the generation of talent policies between Harbin New Area and other regions in China,especially the other two national-level new areas with "five districts overlapping",the shortcomings of Harbin New Area in the process of generating talent policies are clarified,and suggestions for optimizing the talent policies of Harbin New Area are made.The focus of this study is to sort out the advantages of policy overlap in Harbin New Area and how to use the advantages in policy and resources to generate talent policy practice with the progressive model as the main feature,and how to take over and implement the talent policy of Harbin New Area with the superior policy in this process.This study concludes that: firstly,the essence of policy overlay is advantage overlay,and Harbin New District,which is typically represented by "five districts overlay",has gathered a high level of "late-stage advantage" through upward striving and active undertaking;secondly,the generation of talent policies in Harbin New District reflects a gradual pattern,which is manifested in three stages: identification,formation and selection.Secondly,the generation of talent policy in Harbin New Area reflects a progressive pattern,which is manifested in three stages of talent policy identification,formation and selection,in which the policy demand in the identification stage and the policy supply in the formation stage provide a two-dimensional framework for policy analysis;Thirdly,in view of the external manifestations and internal causes of the talent policy dilemma in Harbin New Area,policy suggestions are made to meet the demand for high-quality policy,enhance the supply of high-level policy and adhere to the problem-oriented and innovative thinking.
