With the implementation of the strategy of reinvigorating China through human resource development and the goal of building an innovation-oriented country, human resources play an increasingly important role in adjusting industrial structures and transforming economic growth modes. Due to this, local governments of all levels have adopted and kept improving the policy for recruiting high-level talents to conduct innovative entrepreneurships with the aim to update traditional industries and promote sunrise businesses, to provide talent and intelligence supports for a scientific development of society and to enhance the core competition of the region concerned. By building on the human capital theory, the push-pull theory and the public policy implementation and evaluation theory, and taking T District of Nantong City as a case study, this paper conducted a literature review, data analysis, field survey and expert interview to investigate the high-level talent recruitment policies of local governments in terms of the background, status quo and achievements, to explore existing problems and underlying reasons, and come up with solutions.The paper consists of seven parts. The first part is the introduction,mainly describing the background and significance of the research. The second part covers theoretical frames and literature review, defining relevant concepts, reviewing the current situation of high-level talent recruitment in the domestic and overseas, and primarily elaborating the relevant theories, research protocol and research method. The third part analyzes the implementation of such polices in terms of the background,evolution, implementation situation, achievements and deficiency by taking T District as an example. The fourth part makes an evaluation with the policy for recruiting high-level talents by factual analysis and questionnaires. The result demonstrated that talents tended to take more attention to the policy settings, the implementation of government affairsand geographic position of working place. In addition, they expected a higher standard for the service platform of business technology, the cost of innovative entrepreneurships and the corresponding services of supporters. What's more, the difficulty of financing and recruiting was a common phenomenon in the different districts. The fifth part involves the introduction and uses for reference the practical experience of recruiting high-level talents from other districts. The sixth part, accordingly,proposes such solutions: first, to ensure the integrity and efficiency of policies by improving policy systems; second, to build a sound public technology service platform by increasing government investments, third,to establish a scientific evaluation mechanism by strengthening supervision and examination, lastly, to optimize the talent introduction environment by enhancing service provision. The last part summarizes what has been discussed above, and concludes the recruitment of high-level talents is of vital importance for the innovative development of a region, and only local governments change this stereotypical thoughts,increase capital investment and optimize the brain gain environment can they invite, retain and make the best of this valuable resource.
