General Secretary Xi Jinping pointed out in the report of the 20 th National Congress that talents are the basic and strategic support for building a modern socialist country in an all-round way.With the rising awareness of the importance of talent around the world,the competition for talent between cities is becoming increasingly fierce.In order to enhance the attractiveness of talents,the "Haihe Talent" action plan was introduced in Tianjin in 2018.In order to investigate the implementation of this policy,we analyzed the current situation of the policy implementation based on Smith’s policy implementation model theory in four aspects: policy content,implementation subject,target group,and implementation environment,and proposed corresponding optimization strategies in response to the identified problems.The study concludes that the policy implementation of "Haihe Talent" has brought positive effects to the introduction of talents in Tianjin,but there are still many problems in the policy content,implementation subject,target group and implementation environment that limit the effectiveness of the policy implementation.In response to the problems,the "Haihe Talent" action plan policy can be improved and optimized from the following aspects.First,to clarify the target group,and revise the policy content scientifically to enhance the stability and science of the policy content;second,to enhance the service and synergy consciousness of the implementation body,while building a synergy assessment mechanism and introducing a post-service evaluation assessment system to enhance the implementation ability of the main body;third,to innovate the publicity mode and strengthen the publicity,while strengthening the incentive and flexible talent attraction for high-end talents to enhance the Fourth,to create a better policy implementation environment by developing the soft power of the city,strengthening the supervision of the whole process of talent introduction and creating industrial clusters.The results of the study can improve the effectiveness of the implementation of the Haihe Talent Policy in Tianjin and enhance the attractiveness of the city’s talent to provide momentum for Tianjin’s economic development.
