Local government's policy of "educating and retaining high-level talents" is related to the arrangement of high-level talents' work in Colleges and Universities under its jurisdiction.Exploring the basic situation and structural framework of its policy text can promote the construction of high-level talents in Colleges and universities in China,standardize the behavior of government's introduction and training of high-level talents,and promote the rational and orderly development of higher education in China.In this study,30 provincial local governments' policy texts on high-level talents' introduction and retention and 25 provincial local governments' implementation methods of scholars' plan are taken as the research objects.Through the analysis of the basic characteristics and structural framework of the two kinds of policy texts,it is found that the competition of high-level talents in local governments is mainly about talents' introduction,which is manifested in the competition of target talent introduction and talent compensation.Standard competition and talent guarantee condition competition,etc.On this basis,this paper explores the positive effects,existing problems and possible risks of local government competition for high-level talents.Its positive effects are as follows:(1)creating a social atmosphere of respecting knowledge and talents;(2)forcing the reform of talent management system to enhance the freedom of talent flow;(3)promoting the development of higher education.The main problems and risks are:(1)convergence of high-level talent policies,lack of local characteristics and policy pertinence;(2)disorder of talent competition;(3)aggravation of the phenomenon of "regional segmentation" in the development of higher education.(4)Neglect the development of Humanities and social sciences.This paper uses the administrative contract system in economics and the theory of political championship to study the reasons and motivation sources of local government's high-level talent competition,and finds that the main driving forces of local government's high-level talent competition are political promotion competition,economic development competition and promoting the development of higher education in jurisdiction.In order to give full play to the important role of local government's high-level talent competition in the construction of "double first-class",it is necessary to standardize local government's high-level talent competition.This paper puts forward relevant policy suggestions from the level of central government and local government to regulate the competition of high-level talents of local government:(1)at the level of central government,we should strengthen macro-control and standardize local government competition;(2)at the level of local government,we should base on regional characteristics and increase system supply.
