Study On The Special Management Of Off Campus Training Institutions In Chongqing

Since the 21 st century,due to the continuous development of China’s economy and society,people attach great importance to children’s education,China’s off campus training industry continues to grow,which is regarded as an important supplement to on-campus education.While meeting the diversified needs of the society for education,some of the off campus training institutions also bring some problems such as non-standard school running,unscientific training methods,unclear faculty,unreasonable fees and unsafe premises and other problems.In order to curb such outstanding problems,in February 2018,the Ministry of Education and other three departments jointly issued the "Notice on Effectively Reducing the Extra-curricular Burden of Primary and Secondary School Students and Carrying Out Special Governance Actions for Off Campus Training Institutions",which actively implemented the spirit of the Central Committee and successively carried out special governance work for discipline training of off campus training institutions.In this paper,the special governance actions of off campus training institutions in J district of Chongqing are included into the research.Under the guidance of the theory of public goods and the theory of educational equity,this paper discusses in detail the problems,causes and countermeasures of the governance of J area’s off campus training institutions by comprehensively using the methods of interview and questionnaire survey.Through the questionnaire survey on students and their parents of the off campus training institutions in J District,and conducted an in-depth interviews with a total of 15 person-times of some primary and secondary school educators,principals and staff of off campus training institutions,executive staff of special governance action and individual parents of students.It is found that the special governance action of off campus training institutions in J district has achieved periodic results,while there are still some problems,such as unqualified teachers and illegal training content,chaotic charging system of some training institutions,no obvious improvement in the overall order of the training market,blank governance of online training and family workshop training institutions,and the comprehensive governance situation has not been fully formed.These problems are mainly due to the fact that part of the special governance policies are out of touch with reality,the implementation efficiency of governance subjects is low,some illegal training behaviors are hidden,the social propaganda and mobilization effect of special governance is not good,and the timeliness supervision of online training has not yet taken shape.In view of the above problems existing in the special governance of off campus training institutions in J District of Chongqing,this study proposes the following suggestions: first,we should focus on policy effectiveness,strengthen the support of special governance system,improve the applicability and coordination of policies,and give full play to the comprehensive effect of supporting policies.Second,we should improve the executive efficiency of governance institutions,mainly to strengthen the linkage and cooperation between departments and improve the professional quality of staff,so as to timely and effectively identify violations.The third is to improve the effectiveness of publicity,consolidate the public opinion foundation of special governance,and improve the social awareness,recognition and participation of governance actions.The fourth is to encourage multi-party governance,build a social supervision system with the participation of all walks of life,and form a governance pattern of joint participation of all walks of life.In addition,it is also necessary to actively promote the construction of online training governance system,so as to achieve the integration of online and offline governance.
