Research On The Implementation Of The Double Creation Policy For College Students In Private Colleges

At present,China’s economic development has entered a period of "new normal",and the employment of college students is very serious,which seriously affects social stability and development.Successful entry into society is a very difficult problem for college students when they graduate.Therefore,the employment of college students is not only a matter of their own development,but also has a profound impact on the long-term development of higher education in China.In order to ease the huge employment pressure on society caused by the increasing number of university graduates,and to implement the spirit of "mass entrepreneurship and innovation" put forward by Chinese Premier Li Keqiang at the Davos Forum in September 2014,In 2015,the Party Central Committee,the State Council and various ministries and commissions issued more than 100 relevant policies,and the state’s emphasis on innovation and entrepreneurship has reached an unprecedented height.Guided by these innovative entrepreneurship policies,more and more college students have the sense of innovation,entrepreneurship awareness and entrepreneurial ability.They actively participate in innovative entrepreneurship activities.At the same time,the increasing entrepreneurial rate has also created employment opportunities for more college students.It can be seen that the implementation of the innovation and entrepreneurship policy has been very effective.In the process of implementing innovation and entrepreneurship policies,there are still some problems.Although the proportion of college students participating in innovation and entrepreneurship activities has been improved,the success rate of entrepreneurship is still low.This paper,by consulting the Internet resources,books,periodicals and other documents and materials at home and abroad,thoroughly understands and summarizes the current situation of the research on the implementation of innovation and entrepreneurship policy of private college students;Taking the teachers and students of Shenyang Urban Construction University as the object of investigation,using the theory of public policy implementation,combining literature method,case study method,questionnaire survey method,interview method and other research methods,this paper analyzes and discusses the problems existing in the implementation of innovation and entrepreneurship policy of university students in Shenyang Urban Construction University.The following contents can be summarized:First,the core concepts such as innovation and entrepreneurship,public policy,and policy implementation of college students are explained.Secondly,taking the teachers and students of Shenyang Urban Construction University as the object of investigation,this paper uses questionnaires and interviews to understand the implementation status of innovation and entrepreneurship policy of university students in Shenyang Urban Construction University,and analyzes and evaluates the questionnaire and interviews.Thirdly,starting from the present situation of the implementation of the innovation and entrepreneurship policy for college students at the Shenyang Urban Construction University,the paper analyzes the main problems and causes of the implementation.It mainly includes:insufficient policy propaganda,imperfect policy support,not easy innovation and entrepreneurship environment,and lack of school-enterprise cooperative entrepreneurship platform.Fourth,in view of the above problems,combined with relevant theories,and drawing on the valuable experience of domestic and foreign experts and scholars in the implementation of innovation and entrepreneurship policies,through analysis and evaluation,some measures to promote the implementation of innovation and entrepreneurship policies for college students in private universities are put forward.The main measures are:strengthening policy propaganda,improving the policy system,improving the conditions for running private colleges and universities,strengthening implementation supervision,and strengthening cooperation between schools and enterprises.It is hoped that this paper will provide reference to the research on the implementation of innovation and entrepreneurship policy for college students in private universities,in order to create a good environment for the implementation of innovation and entrepreneurship policy for Chinese college students,and promote the development of innovation and entrepreneurship and the solution of employment problems for college students.
