Research On The Implementation And Countermeasures Of Private College Students’ Entrepreneurship Policy

Entrepreneurship policy is the institutional guarantee and basic condition to promote the economic and social growth of entrepreneurship.The two documents issued in June and September 2015 on several policies to vigorously promote mass entrepreneurship and innovation and accelerate the construction of support platform for mass entrepreneurship and innovation show that the top-level design of the country’ s strategic plan of ’mass innovation and mass entrepreneurship ’ tends to be completed.In recent years,in order to effectively improve the effectiveness of entrepreneurial policies in the process of college students ’ entrepreneurship,governments at all levels have formulated many supporting policies.However,the actual effect is far from the expected goal.Therefore,how to formulate more targeted and feasible college students ’entrepreneurial support policy?How to ensure and guide the effective development of college students ’ entrepreneurship?How can the entrepreneurship policy be well applied to the whole process and all-round of college students ’ entrepreneurship?Effectively encourage college students ’ entrepreneurial intention and behavior.This paper takes the implementation effect of entrepreneurial policy as the research object,and the problems existing in the implementation process of entrepreneurial policy for college students in private colleges as the breakthrough point.Based on the systematic review of domestic and foreign literature,this paper uses literature research,questionnaire,interview,data analysis and other research methods to conduct a questionnaire survey on graduates of N College in the past three years,and interviews five entrepreneurial students of N College.Based on the theory of public policy supply,an analysis framework is established to study the supply of existing entrepreneurial policy for college students and the specific implementation of private colleges.Using the policy life cycle theory,this paper evaluates the policy implementation subject,implementation object,implementation means and implementation effect from four dimensions,and draws the conclusion that the implementation effect of N college students ’ entrepreneurship policy is inefficient.Through the description of the current situation of the implementation of the entrepreneurial policy provided by the government in N College,the problems existing in the implementation of the entrepreneurial policy in N College are found out and the reasons are analyzed.For example,college students cannot fully enjoy the entrepreneurial policy;college students ’ entrepreneurship policy implementation effect is not good;problems such as the failure to optimize the entrepreneurial policies of college students in a timely manner.Mainly by entrepreneurship policy lack of publicity and interpretation,policy provides messy;entrepreneurship policy formulation lacks pertinence and the rule of law is insufficient;entrepreneurship policy implementation feedback is not timely,effect evaluation lag and other reasons.Through the analysis,we can find some countermeasures and suggestions to promote the effective implementation of college students ’ entrepreneurship policy in private universities.For example,strengthen the publicity and interpretation of entrepreneurship policy,simplify the process;improve the demand orientation of entrepreneurship policies and strengthen the rule of law;improve entrepreneurship policy evaluation system,effective supervision.
