Since the 19th National Congress of the Communist Party of China,the Party Central Committee with Xi Jinping at the core has attached great importance to the development of the national public safety system.As we all know,campus safety is an important part of the public safety system.However,the frequent laboratory accidents in universities not only cause casualties and property losses,but also seriously threaten the stability of society.After the accident,many departments and personnel were held accountable.The sum of the responsibilities that different departments and personnel should perform in the process of ensuring the safe operation of university laboratories is called the ‘University Laboratory Safety Management Responsibility System’.So far,China has not yet formed a unified responsibility system for laboratory safety management in universities and few researches focused on the responsibility system of university laboratories.Therefore,organizing Chinese existing university laboratory safety management responsibility system,discovering its irrationality and optimizing it is of great significance for preventing university laboratory safety accidents and improving the level of campus safety management.First of all,in view of the fact that there is no clear laboratory safety management responsibility system in Chinese universities,this article referred to Laboratory Regulations of Colleges and Universities and Safety management technical rules for dangerous chemicals used in laboratory—Part 2 : Colleges and universities(DB11/T 1191.2 - 2018).Then the safety management rules and regulations of 29 typical universities in China were selected as supplement.It was determined that the relevant departments of laboratory safety management in Chinese universities were: laboratory safety work committee,laboratory and equipment management department,science and technology department,and security department.Relevant personnel mainly included: dean,deputy dean in charge of laboratory safety,experimental center director,laboratory director,project owner,and laboratory staff.Their main responsibilities were given in the form of lists.Secondly,in order to clearly show the relationship between the different departments/persons in the university laboratory safety management responsibility system,this article applied the Functional Resonance Analysis Method(FRAM)to characterize the functional units of different departments/persons.Then a functional resonance network diagram based on the list of responsibilities was drew,and the connection of responsibilities between each functional unit was analyzed.The results showed that there were problems in the establishment of the safety management responsibility system of universities in China,such as insufficient distribution of responsibilities and complicated connection of responsibilities.Finally,in order to optimize the responsibility settings of the current laboratory safety management responsibility system in Chinese universities,this paper selected the Beijing Jiaotong University ‘12·26’ explosion accident and China University of Mining and Technology ‘4·5’explosion accident to identify the variability of the university laboratory safety management system in practice.By comparing with the responsibility system of Texas Tech University and the responsibility system of Chinese production and operation units stipulated in Law of the People’s Republic of China on Work Safety,the university laboratory safety management responsibility system was optimized.The finalized responsibility system should include: secretary of the school party committee/the principal,EHS committee,secretary of the college party committee/dean,laboratory director,project owner,and laboratory staff.There are 25 links of related responsibilities.The new responsibility system provides a theoretical basis for responsibility division and optimization in university laboratory safety management.
