Universities Of Laboratory Safety Management System And Operation Mechanism

Today, the development of our country is guided by scientific view, with the aim of harmonious view and with the premise of security view. The development without safety assurance is not the scientific development, and it will destroy the harmony of the society finally. The development of the universities should be guided by scientific development view also, on the premise of "safe development" and "striving to realize human-centered, full-scale, harmonious and sustainable scientific development", for the most important aim of constructing a harmonious campus.In universities of technology, verification, research and development are based on engineering practice (experiment), so there are a lot of laboratories which undertake the tasks of experiment teaching and have the functions of scientific researches. There are many kinds of potential risks in the teaching and research experiments. Meanwhile, in our country's universities, the basic laboratory conditions are insufficient, student-teacher ratio is too high, and the relative safety of the teaching experiments covered up existing problems. There are shortcomings in safety management on university laboratories, because of the various uncertain factors in the scientific researches. In our country, the safety management system aims at industrial and mining enterprises mainly, which is not suitable for the management on university laboratories except for its some guiding function. Therefore, the job of safety management on university laboratories must base on the concrete conditions of the university. Especially the safety management system on the laboratories should be further improved based on the features of teaching and research. Beginning with three aspects:perfecting the organization system of safety management, safety inspection and management system and operation-supporting system. we must implement the responsibility system of laboratory safety management, strengthen the team building of full-time (part-time)safety officer, exert the supervision function of the laboratory director, implement the responsibility system of project group leader, establish the mechanism of public participatation of safety inspection and so on. At the same time, in order to ensure a smooth implementation for the safety management system, we should devote major efforts to the construction of the hardware and implement many software measures such as conducting the safety management with the scientific theories, strengthening the construction of campus safety culture, safety education and safety training.
