Over the years,China has issued the "healthy China 2030" "program outline","sports development 13th five-year plan" and other documents,national health has become a national development strategy.Sports public service is the material basis for implementing the national fitness plan,improving the physical health of the people,improving the overall quality of the nation and promoting socialist construction.However,due to the long-term dual structure of urban and rural areas,the development of urban and rural sports public services is unbalanced,although China has begun to focus on rural sports construction and provide more capital input.However,rural sports in the public supporting services are still many imperfect places,the overall level of service is not high,supply and demand asymmetry and other problems.The integration process of urban and rural sports public services is conducive to the coordinated development of urban and rural areas,is an important way to solve the gap between urban and rural areas,is an important embodiment of socialist harmonious society.Based on this,this paper summarizes the related concepts of the integration of urban and rural sports public service,and then to the integration of urban and rural sports public service development in shenyang as the research object of this article,through the integrated use of questionnaire investigation,logical analysis and literature,a comprehensive analysis of shenyang urban and rural sports public service system construction related research,and analyses the various factors that affect urban and rural sports public service in shenyang,specific solutions put forward Suggestions and measures,to continuously reduce the difference of urban and rural sports public service,to ensure the integrity of the shenyang city sports public affairs development and fairness.Based on the investigation and analysis of the current situation of the integration of urban and rural sports public services in Shenyang,the following conclusions are drawn:1.The single main body of sports public service supply in urban and rural areas of shenyang leads to insufficient capital investment in sports public service,and there is a significant gap in the construction of sports public service facilities in urban and rural areas of shenyang,which is relatively dispersed and cannot objectively meet people’s demand for sports services.2.Although some related policies and regulations have been formulated for the integration of urban and rural sports public services in Shenyang,the implementation is weak.3.There are great differences in the organization system of sports public service between urban and rural residents in Shenyang;sports information publicity is insufficient,the participation and enthusiasm of the masses are not high,and the subject consciousness of sports power is lacking.4.There is no interactive mechanism in the development of urban and rural sports public services in Shenyang,and the interactive management mechanism of "taking the city with the township" has not been established.5.The supervision and audit mechanism of urban and rural sports public service in Shenyang is not perfect,the supervision of the supply process of urban and rural public service is not strict,there are contradictions between supply and demand,waste of resources and other phenomena.6.Lack of organization of Sports Association and construction of social sports instructor team in Shenyang urban and rural sports public service.
