Abstract/Summary:
The report of the 19th National Congress of the Communist Party of China points out that: “People with talent are a strategic resource for China as it endeavors to achieve national rejuvenation and stay ahead in international competition.” People with talent are the basis of achievements that shine through ages.The high-quality development of industry cannot be realized without the support of people with talent in the certain field.Baotou Rare Earth High-tech District is a national high-tech zone which was approved by the State Council in 1992,as well as the only national high-tech zone named by rare earth resources.Rare earth industry is the advantage of Inner Mongolia Autonomous Region.The government of the Autonomous Region and the government of Baotou have long been adhered to the basic idea that resources are the basis and people with talent are the support of the industry.To fully implement the strategy of reinvigorating the Autonomous Region through human resource development.High-level talents import and cultivating plays a leading part in various work of the city,which makes the team of talents grow constantly and provides a strong supply of human resources for the development of regional rare earth industry.The central and western regions are less developed in our country.Comparing to the developed regions,the efforts of implementing talents policy are relatively insufficient;The attraction and increment to people with talent are also insufficient in our district.The object of the study is the team of talents in the rare earth industry.By analyzing the situation of the talents in the industry,the effect ofthe talents group,and the needs for the talents,the thesis presents a comprehensive image of the status quo of the people with talent in the district.Meanwhile,the thesis compares the current situation of importing and cultivating talents to the experience of industry cluster districts.Combining the “Push-Pull-Effects Theory”,the Theory of Comparative Advantage”,“Industrial Agglomeration Theory”,and the “Talent Motivation Theory” with the current situation of the talents in Baotou Rare Earth High-tech district.The solutions are becoming more accurate and practical,the funding supports are becoming more purposeful as well by realizing the approaches of the supply of people with talent,the policy making process,and the strategies of importing talents of each enterprise.The innovative point of the thesis is combining the characteristics of the development of the rare earth industry,the characteristics of the talents growing,the regional resource elements,as well as the characteristics of the mechanism and system of the high-tech district with the construction of the talents team.Actual cases are added to the study at the same time.What’s more,the object of the study has been expended to the interaction and coordination of the talents team,the industry,the government,and the enterprises,which offers a reference for the construction of the talents team and the development of the regional economy.
