| Write this article, the quality of education as a starting point to give fullplay to the students’ language literacy. Based on the philosophy theory,language study theory and education theory, the author carries researchesthrough studying the fruitful research. Through analysis the questionnairefrom the students and teachers in Rare-Earth Hi-Tech Zone in Baotou, thekey problems and the main causes of the disability in ChineseCommunication this area. According to the research, there exists thecommon phenomenon: most students can’t speak Mandarin very well, lackof confidence in speaking, and the one-side view of the speaking. Besides,the education theory of the most Chinese teachers in the rural region fallsbehind. Moreover, Chinese speech communication is influenced by the ruraleducation environment for a long time.The corresponding solution to the problems motioned are found abovethrough the combinations of the theories and the practice which from theauthor’s own experiences. The solutions are includes following the sequenceand advance gradually; studying in the real environment; division ofteaching according to different students.
