In May 2019,the State Council issued the Guidance on Promoting the Development of Care Services for Children and Young Children under 3(hereinafter referred to as "the Opinion "),and the early upbringing of children aged 0-3 entered the national policy level.The contradiction between the development of early education of 0-3 years old infants in China is more prominent in the region,urban and rural areas,and among the population.At the same time,the early education of 0-3years old infants and young children still has insufficient development in the aspects of running garden conditions,educational funds,teacher establishment,and educational policies,ideas,methods and so on."Child-bearing" is both a concept of equity that requires equitable access to education for all children and a concept of quality that requires quality early childhood education and family education for infants aged 0-3 years.The comprehensive two-child policy poses a new challenge to the development of early education for infants aged 0-3 years.In Beijing,Shanghai,Guangzhou and other regions with more developed economy,the related research on early education of 0-3 years old infants is in the leading position in the whole country.Parents in most urban communities have realized the importance of early education of0-3 years old children to their own growth.However,the research on early education of 0-3 years old infants in rural poor areas is relatively lacking in China.Therefore,it is of great theoretical and practical significance to study the problem of early education in poor areas.This paper first introduces the background and significance of early education research on infants and young children aged 0-3 years,the contents and methods of the research,defines the basic concepts of infants and young children aged 0-3 years,early education and critical period,and expounds the theoretical basis of human capital theory,educational service product theory,social equity theory and ecosystem.Secondly,according to the situation of early education of 0-3 years old infants in Wuzhishan Rural Area,the demand and supply of early education for 0-3 years old infants were investigated by random sampling in many Wuzhishan Rural Area.The demand of early education institutions,early teachers,environment and price were analyzed.Thirdly,it is pointed out that there is a contradiction between curriculum and teaching,between supply and demand of teachers,between supply and demand ofenvironment and between supply and demand of price.There are some problems in the development of early education for infants and young children aged 0-3 in rural areas of Wuzhishan City,such as the lack of government attention to early education in poor areas,the weak awareness of early family education,the lack of early education system,and the shortage of early education institutions and professionals.Finally,some suggestions are put forward to promote the development of early education for 0-3-year-olds in Wuzhishan City.One is to strengthen the top-level design and provide good policy support for early education for 0-3-year-olds in rural areas;the other is to widely publicize and create a good division for early education for 0-3-year-olds in rural areas;the third is to integrate early education resources and establish and improve the early education system for 0-3-year-olds in rural areas;the fourth is to strengthen training and build a professional early education team;and the fifth is to straighten out the management system for 0-3-year-olds in rural areas...
