| Employment is the foundation of people’s livelihood and the foundation of our country.After the 40-year reform and opening-up,China’s employment situation and employment structure continue to improve,but considerable employment contradictions has accumulated at the same time,produce the employment structure contradiction that“Labor shortage with high supply” and “employment difficulty with high demand” coexist at the same time.But unfortunately,from the perspective of governance to explore the problems in the employment structure,and propose solutions to the employment structure governance program has been rarely reported.This paper studies the employment structure from the perspective of governance in the field of public management and defines the employment structure governance,we select holistic governance theory as the research tool,analyzes the consistency of applying the theory to study the employment structure governance in aspects of governance philosophy,governance dilemma,governance object and governance mode,and points out the fragmentation of employment structure governance at the level of phenomenon and essence,and from the height of holistic governance,in accordance with the core concept of“coordination”“integration”and “responsibility” of holistic governance,combined with the practical problems and practical difficulties in the fragmentation of employment structure governance,targeted from the value of integration,institutional integration,institutional integration and tool integration latitude,and put forward four ideas with regard to looking for a holistic approach to the governance of China’s employment structure in the new era,First,correct the value concept and cultivate the value of consensus;Second reconstructing the organization system and realize the coordination of power and responsibility;Third,reform the system and mechanism to eliminate the obstruction of operation;Fourth,perfect tool network to promote functional coordination. |
