Universities play an important role in the modern society as the organization of social knowledge inheritance and innovation, and cultural transmission, bearing the mission of talents cultivation, scientific research and social service. Universities conducted a vigorous expansion in the 90 s, which is in the new public management movement, marketization and decentralization reform. Just as the fragmentation of public governance after the new public management movement, the internal management system of university has faced a great predicament of fragments in a short time. University internal management problem highlights increasingly, the fragmentation of governance concept, subjects, targets, organizations and cultural restricting the development of universities. At the same time, with the overall implementation of The National Outline for Medium and Long-term Educational Reform and Development plan(2010-2020), the goals of “Perfect school interior management, accelerate the establishment of high-level university scientific internal management system, promote the reform of internal governance structure, create the modern university institutions " and improving the school internal governance structure by The Third Plenary Session of the 18 th Party Central Committee prompt the university internal management reform on their agenda.This article attempts analyzing the present situation of the university internal management fragmentation and analyzing the causes of fragmentation from the view of holistic governance with system contingency theory as the analytical framework. Finally, it explores the solutions of the university internal management fragmentation and realizes the integrity management inside the universities with the holistic governance theory tool. This paper firstly defines important concepts of holistic governance, fragmentation and inner management of university. Then it states the university internal management fragmentation research in details which relates holistic governance theory and analyzes the holistic governance's guiding significance to the university internal management. At the same time, the paper introduces the system model of the contingency as a research of university internal management fragmentation analysis tool. Secondly, this paper applies the norms and empirical research method to analyze fragmented status of the five subsystems of university, including the goal and value subsystem, management subsystem, system structure subsystem, technical subsystem and social psychology subsystem, and explores causes from the three aspects: macro, median and micro. Finally, according to the whole statements and analysis of problems, with the guidance of the holistic governance theory, this paper puts forward about the decoding strategies to the present situation of university internal management fragmentation. In the meanwhile, it builds system of integrity management and provides institutional guarantee for the university internal power operation.
