Normal colleges and universities are the main promoters of the national strategy of "education power",which plays an important role in promoting the development of public education,ensuring the effective implementation of education equity and maintaining social harmony and stability.With the increasing emphasis on cultivating normal college students and the deepening of the comprehensive reform of higher institutes,the development of normal universities has ushered dramatically,in which,however,is always full of opportunities and challenges.With the rapid development of normal colleges and universities,their management problems have gradually become obvious.It is becoming urgent to deepen the reform of management system and improve the management ability in these universities,which requires the establishment and effective implementation of scientific and reasonable performance management for them.The administrators of normal colleges and universities of higher institutes are the decision-makers of the development and the backbone of the construction management.Therefore,this paper is focused on the research on the performance management of managers in normal universities and tries to explore new ways to promote their reform and development.As a dissertation of public management,this paper,takes three normal universities in Shaanxi Province as the examples to explore the current situation and problems of the performance appraisal of the managers in normal universities in order to strengthen the management of normal universities.According to the characteristics and classification of the managers,this paper puts forward a scientific and reasonable performance appraisal model from the aspects of performance evaluation objectives,performance evaluation index design,performance evaluation process and the application of performance evaluation results and offers solutions for these universities.This paper aims at the important role of developing public education in the normal universities.Based on the investigation of the current situation of performance appraisal in three universities in Shaanxi Province,this paper puts forward the principles and ideas of building a more scientific and reasonable performance appraisal model of the normal colleges and universities by studying general needs and basis of the performance appraisal of themanagers in the normal colleges and universities in China.On the basis of a multi-assessment subject,using the assessment objectives with the MBO,this paper aims to build a performance appraisal process that attaches importance to communication and feedback,truly implement the application of performance appraisal results linked to salary and job promotion,guide and revise a complete,virtuous cycle of the new round of appraisal management practice,and a dynamic performance appraisal system that can be revised and improved to provide references for the innovation of performance management and education management system in normal universities,following smart principles to design performance indicators.
