Research On The Impact Of Urban Housing Social Assistance On Recipients’ Employment

In recent years,China has issued a series of policies,such as public rental housing,low-rent housing,reconstruction of dangerous houses,and formed a relatively perfect housing relief system.Housing social assistance plays a very important role in solving the housing difficulties of low-income groups.Employment is the key to ensure the sustainability of the aid system,and helping the able-bodied recipients to achieve employment is the root of solving the poverty problem of the housing aid recipients.Therefore,as a system for low-income and difficult groups,housing social assistance should be guided by the government’s call to stimulate the endogenous motive force of poverty alleviation.However,at present,domestic and foreign scholars on the relationship between housing social assistance and employment is relatively scarce.In view of this,this paper focuses on the impact of urban housing social assistance on the employment of recipients.Based on the above background,this study uses the data of Chinese family panel survey(CFPS),using interview method,structural equation model and other methods to analyze the impact of urban housing social assistance treatment on the employment status of recipients.On the basis of the existing research,this paper combines the theory of labor supply,the theory of asset social policy and the theory of spatial mismatch to construct the theoretical analysis framework of housing social assistance treatment affecting the employment of recipients.The results of empirical analysis using structural equation model show that the " Welfare constraints" effect and "mobility restriction" effect of enjoying urban housing social assistance treatment have a significant negative impact on the employment of the recipients.The "asset enhancement" effect brought by the urban housing social assistance treatment can obviously enhance the employment possibility of the recipients.From the effect of urban housing social assistance on the employment of recipients,the negative employment effect caused by the "Welfare constraints" path and the "mobility restriction" path exceeds the positive employment effect caused by the "asset enhancement" path.Overall,urban housing social assistance benefits have negative incentives for employment.Combined with the results of empirical analysis and interview data,this study believes that there are the following obstacles in the employment of urban housing social assistance recipients: Firstly,the lack of employment incentive system for urban housing social assistance recipients.Secondly,the asset social policy is not perfect,it is difficult to increase the capital accumulation of recipients.Thirdly,the mobility of urban housing social assistance recipients is limited,resulting in employment suppression.To this end,this paper puts forward the countermeasures and suggestions to promote the employment of urban housing relief recipients.It mainly includes three main points.The first is to perfect the employment incentive system for the recipients of housing social assistance.The second is to set up personal development account to increase the asset accumulation of the recipients.The thirdly is to alleviate the current situation of the limited mobility of the recipients and improve the employment accessibility of the recipients.
