Labor mobility is an important force to promote the process of urbanization,and housing is the most basic material means of living for families.The level of urban housing security is an important factor influencing labor mobility decisions.On May 9,2019,the National Public Rental Housing Work Symposium clearly stated that large and medium cities with large population inflows and large demand for public rental housing should actually increase the supply of public rental housing.In this context,how the impact of China's urban housing security level on labor mobility is worth exploring.This article first summarizes the relevant literature and sorts out related theories,which lays the theoretical basis for the research.Secondly,the current situation of China's urban housing security and labor mobility is explained through data and charts.Further analyze the impact of the level of urban housing security on labor mobility and heterogeneous labor mobility,and then test it with empirical research.Finally,corresponding policy suggestions are provided based on the research results.In this paper,the conditional logit model is established for empirical analysis using the 2017 dynamic monitoring data of the floating population,data on urban housing security levels,and other urban characteristic variables.In the empirical research,the quadratic term of urban housing security level is introduced,and it is found that there is a U-shaped effect of urban housing security level on labor mobility firstly suppressed and then promoted.When analyzing the differences between cities of different grades,it is found that the U-shaped inflection point of the second-class cities is higher than that of the first-class cities.When analyzing the impact of the urban housing security level on heterogeneous labor mobility,it was found that the U-shaped inflection point of the low-educated labor force and the rural labor force is higher,that is,they have higher requirements for the urban housing security level.At the same time,according to the analysis of empirical results,it is found that the housing security level in many cities has not reached the inflection point,and is located on the left side of the U-shaped curve,that is,the current housing security level in most cities will hinder the decision of labor mobility.Improve the housing security system to cope with the housing difficulties of foreign labor.According to the results of empirical research,this article puts forward corresponding policy recommendations.First,in response to the problem that the current level of housing security in most cities is not sufficient to attract labor inflows,the government should expand the coverage of housing security,relax household registration restrictions,and bring more foreign labor into the housing security system.Secondly,according to the differences of different levels of cities,the first-class cities currently mainly need to provide housing rental protection for foreign labor.The second-class cities can combine lease-type guarantees with purchase-type guarantees to attract labor.Local governments in third-class cities should closely integrate housing security and destocking policies.Finally,in view of the differences in the flow of heterogeneous labor,different housing security methods should be adopted for different labor groups.
