An Empirical Study On "Footpath Economy" Helping The Poor Mountain Area Of Western Hunan To Get Rid Of Poverty And Promote Rural Revitalization

Western Hunan is a pilot area of China’s Western Development,the regional development and poverty alleviation in the Wuling Mountain area,and the main battlefield of poverty alleviation in Hunan Province.Its poverty situation is very representative.By the end of 2017,150,000 rural poor people and 229 poor villages had been reduced in western Hunan.In particular,Jishou City had achieved poverty alleviation,making unprecedented historic achievements in poverty alleviation.However,some areas in western Hunan that have been lifted out of poverty still face the risk of returning to poverty,especially in remote mountainous areas.Therefore,it is necessary to take extraordinary efforts and measures to prevent the return to poverty.How to effectively consolidate the achievements of poverty alleviation in western Hunan,accelerate the pace of rural revitalization,and realize the great transformation from poverty alleviation to rural revitalization are the problems that need to be solved at present.In a series of poverty alleviation policy under the background of state and government at all levels,west depends on the region ecological environment and so on the natural endowment and the unique regional cultural advantage,to seek innovation and development,explore a fitness trails to build "trails economic circle",the "poverty line" industry,through the construction of xiaoxiang trails leading,by attracting outdoor enthusiasts and hosting events to promote "global travel",Through the "all-region tourism" to achieve the characteristics of the integration of the primary,secondary and tertiary industries development path.This paper makes an empirical study on the "Xiangxi Model" formed by helping the poor mountainous areas of western Hunan to get rid of poverty through footpath economy and promoting the rural revitalization by using the research methods of literature,expert investigation,conference interview and field investigation.The research result shows that on a journey of growing rich and rural revitalization,xiangxi find a fitness trails as the link,formed with regional economic characteristics of "fitness trails + tourism channel to develop brand outdoor sport + sports tourism boutique travel route to build a large tourism system,formed industrial integration development pattern of" xiangxi "mode".Grasp countries crucial strategy for poverty alleviation historic opportunity,in the role of trails economic pillar,xiangxi area social economy in the great changes have taken place in the last three years: first,the region’s economic high growth,per capita disposable income continues to increase,the optimization of economic structure,sports poverty alleviation and rural revitalization of good cohesion;Second,sports industry and tourism,education,culture(red),agriculture and other industries show a pattern of comprehensive integrated development.Tourism,as a pillar industry,has broken through the "ceiling" and grown substantially,and the pattern of integrated development of primary,secondary and tertiary industries has basically taken shape.Third,mass outdoor activities and professional outdoor events continue to increase the popularity and influence of the society,and the outdoor sports industry has a significant effect on promoting social employment.A healthy and civilized lifestyle of residents is gradually formed,and the confidence of rural revitalization is gradually strengthened.We will consolidate our achievements in poverty alleviation and promote rural revitalization.This paper puts forward the countermeasures and suggestions of "footpath economy" in boosting the process of rural revitalization.Countermeasures: straighten out the development ideas and do a good job in top-level design;To find the right market positioning,integration of characteristic development;Overall planning sports poverty alleviation,innovation development model;Set up correct guidance,practice responsibility consciousness;Implement policy planning and coordinate departmental resources;Based on the natural environment,gradually improve the operation system.Suggestions: Take measures according to local conditions and develop with characteristics;Protect the environment,green development;Open sharing and integrated development;Broaden the horizon and develop the whole area;Poverty alleviation and prosperity,sustainable development.
