Study On The Influencing Factors And Countermeasures Of Fertility Desire In C County

Since the formulation of the basic state policy of family planning,China’s population growth has been effectively controlled,but it has also brought about such profound problems as the acceleration of population aging and the imbalance of population structure,which hinder social and economic development.Since 2002,the state has continuously adjusted its family planning policy,and successively launched the "double child","single child" and "full implementation of the two-child policy".In 2019,14.65 million people were born in China,580,000 fewer than in 2018.The birth rate also dropped from 1.94% to1.48%.Aiming at the current strategy of comprehensively liberalizing the two-child policy and balanced population development,this study tries to put forward a reasonable and effective supporting public policy for fertility improvement.The study in C county as an example,through the interview method and questionnaire investigation about the present situation of C county population and birth to explore,in C county city and township of child-bearing age women of childbearing willing randomly selected for statistics and analysis,the conclusion is as follows: first,the residents of the individual income,marital status,level of education,age and other factors on fertility will have different effects;Second,since most women bear the main responsibility of providing for the aged and raising children,the status quo of providing for the aged and raising children at the family level affects women’s fertility intention.Thirdly,the shortage and unbalanced distribution of education and medical resources in public policies,housing security and women’s employment pressure indirectly affect their fertility intention.According to the factors affecting fertility intention,the countermeasures and plans for improving fertility intention are designed,and the incentive policies are designed from the following seven aspects: maternity insurance,parental leave,socialization of child rearing,preschool education,compulsory education,housing security,female employment and old-age security.To stimulate the fertility intention from three aspects: to improve the fertility intention of individuals,to solve the problem of family care and other factors,and to indirectly improve the fertility intention of public policies.Finally,according to the results of the questionnaire,the effectiveness of the seven countermeasures was analyzed,and it was concluded that compulsory education and housing security policies,and female employment and pension security policies had a more direct and positive effect on the promotion of fertility intention in C County.
