Higher Vocational Education Policy Research

Higher vocational education is a new type of higher education which is produced in the process of educational reform and development in China, and it is also closely connected with the economic development of the market. Higher vocational education was born at the beginning of reform and opening up, grew up in the nineteen ninties and in twenty-first Century obtained the rapid development, has become the half of the country of higher education in china. For a long time, the higher vocational education has made great contribution for solving regional talents shortage and higher education resources shortage. But with the quickening process of modernization of our country agriculture, and the coming of economic transformation, labor market put forward higher requirements to the high-level labor professional skills and ability. Therefore higher vocational education faces the reform and development. As a type of higher education, the higher vocational education development needs the policy matching, and determines the type of requirements of relevant policies should be different from the ordinary colleges and universities should not be lower than its personnel training, and embodies the higher vocational education vocational education attribute.Based on the government policy perspective, through the analysis of the development and changes of policy of higher vocational education in our country, this paper tries to find out the existing main problems of higher vocational education, and then analyze the results and experience of western developed countries in higher vocational education policies made. At last, from the actual situation of the current higher vocational education and society economic development in our country, put forward opinions and suggestions to optimize the higher vocational education. The full text is divided into six parts. The first part is the introduction, importance of higher vocational education policy from the supply and demand of labor market in China, expounds the purpose and significance of this study, analyzes the current situation of domestic and foreign relevant research of higher vocational education policy, the research content, method and innovations are presented. The second part reviews the three stages in the history of the development of higher vocational education policy in our country. The third part analyzes the problems and causes of higher vocational education policy from four aspects. The fourth part exampled with Germany, France, Holland as an example, analyzes advanced experience of these countries and the experience gained in the development of higher vocational education. The fifth part, from five aspects of establishing of a sound legal system, strengthening the higher vocational education institutions, professional reasonable planning, enhancing the quality of teachers, and adjusting the enrollment policy, put forward the suggestions of China’s optimization of higher vocational education policy. The sixth part is the conclusion, which is summarized the full points of the paper, and pointed out the shortcomings of the research.
