With the rapid growth of the new industry and the coming of the knowledge economy age, the higher vocational education has been given more and more public concern. As a result, various vocational institutions thrive in China. There has been a noticeable development of the higher vocational education . However, along with the rapid growth, the potential problems are also gradually becoming obvious, such as the immature vocational education system, the shortage of educational funds and resources, and the insufficient autonomy for the education institutions, etc. This article on the basis of the public goods theory and the theory of governmental administration and the analysis of the present situation is devoted to the problems and causes underlying the government policy concerning the current higher vocational education development system. By referring to the advanced experiences of the developed countries, it explores the policy optimization for our higher vocational education and draws some conclusions.The article consists of five parts. The first one is introduction which defines the concept of the higher vocational education and talks about the present situation of policy at home and abroad. It relates to the references and the significance of this research topic. The second part analyzes the present situation of policy in terms of government's policy of enrollment,education and employment, as well as the positioning of the higher vocational education in our country. The third part studies the problems and causes underlying the government policy respectively from five aspects. The fourth part, taking examples of America and German, discusses their successful practices and advanced experiences in the promotion of vocational education, and concludes some enlightenment for our country. The last one is the most important. After the first four parts of discussion, it expounds the policy optimization for our higher vocational education from five aspects. In concluding remarks, there is an integrated comment as a conclusion for the research topic.
