Supernormal children are the most important human resource in every country.Effectively developing the potential of supernormal children can cultivate talents earlier and faster.In the 21 st century,the education of supernormal children is particularly important.Recently,the identification and training of supernormal children has become one of the most important strategic directions of education reform.Analyzing the experience of supernormal education in other countries has important meaning.Both China and Russia promote achievements in science,economy,and technology,and both focus on developing intelligence and cultivating talents.Attach importance to supernormal education will prevent the outflow of talents.Russia and China have similar historical development backgrounds.Therefore,Russian supernormal education experience is worthy of reference for China.The study found that the main direction of supernormal education in the Soviet era was the supplementary education system and the competition system.Russia’s supplementary education experience is unique in world teaching practice and become an example of practical experience in other countries.The competition system is also one of the methods for identifying talents.The winners have an opportunity to be discovered by prominent figures in the arts,sciences and sports,as well as representatives of government agencies,so as to support the further development of their talents and skills.After the dissolution of the Soviet Union,the Russian government vigorously initiated the development of supernormal education.Although Soviet Russia has implemented supplementary education and the Olympic system for a long time,the biggest problem is still identifying and supporting extraordinary children in the general education system.Therefore,we also analyze the methods of implementing supernormal education programs in ordinary schools.Modern Russia has established supernormal education guarantee system,laws and regulations at all levels ensure the development of supernormal education and can manage the system.A well-developed legal support system helps to develop the supplementary education system,the Olympic system,and to identify and support supernormal children in general education system.The existing unified supernormal education system can meet the needs of students.Based on the experience of Soviet and Russian supernormal education,China can consider improving supernormal education system in the following three aspects: firstly,establishing a special system for supernormal children’s education;secondly,improve supernormal education teacher training;thirdly,use the resources of after-school institutions to improve supernormal education;lastly,is seeking the balance between educational fairness and the cultivation of supernormal children.
