In the new journey of building a modern socialist country in an all-round way,attracting more overseas talents is an urgent need for the competition and challenges of various countries.It is also an inevitable requirement for promoting local economic development and scientific and technological progress.It is also an important driving force for local governments to achieve high-quality development.With the deepening of China’s reform and opening up,we need more overseas talents with advanced technology and management experience,so as to inject strong power into the promotion of China’s economic and social sustainable development.The formulation and implementation of talent introduction policy is an important means to introduce overseas talents,which is bound to attract the attention of local governments.Since the1990 s,with the continuous development of economy and society,the number of overseas talents in China has increased year by year,and the introduction policy of overseas talents is in a period of accelerating improvement.In order to keep up with the upsurge of overseas talents returning home and attract more overseas talents to take root in the local development,we should introduce and attract overseas talents through various ways.By means of literature review,expert consultation,questionnaire survey and statistical data analysis,this paper analyzes the current situation of overseas talent introduction in Pingshan District of Shenzhen City,learns from the experience of the United States,the European Union,Japan and other countries and regions,as well as the advanced cities of Beijing,Shanghai and Hangzhou in China,and takes Pingshan District of Shenzhen City as an example to deeply analyze the background of overseas talent introduction Based on the analysis of the current situation and main deficiencies of the development,this paper deeply analyzes the reasons for the problems existing in the introduction of overseas talents by the local government,and puts forward countermeasures and suggestions for Chinese district and county governments to introduce overseas talents.This article is mainly composed of six parts.The first chapter describes the macro background of overseas returnees and the theoretical and practical significance of the research,analyzes the literature reviews at home and abroad,clarifies the research ideas and content,and puts forward the key points and innovations of this article.The second chapter focuses on concept definition,and expounds the theoretical basis of this article,mainly the three theories of human capital theory,need-hierarchy theory,and public service.The third chapter focuses on the analysis of the current situation and existing problems of talent introduction in Pingshan District.The fourth chapter sorts out the demands of overseas returnees and industrial development and analyzes the academic background and main demands of overseas returnees;this chapter also discusses the shortage and source of talents in the main industries of Pingshan District,and introduces the companies’ recommendations on talent introduction.Chapter five is a comparative analysis of domestic and foreign talent policies,giving enlightenments of how to attract international talents to Pingshan District.The sixth chapter puts forward suggestions for the government of Pingshan District to attract and gather overseas talents,and provides policy suggestions for Pingshan District to attract more overseas talents from the general ideas,main contents and specific measures of the introduction of overseas talents.
