Human resource is the first resource.The report of the Nineteenth National Congress of the Communist Party of China pointed out: "Talented people are the strategic resources to realize national rejuvenation and win the initiative of international competition." In today’s world,science and technology are changing with each passing day,and new technologies rapid replacement of existing systems.Talents are the most important elements of development in the world.Whoever masters talents will master the new engine of development.Zhejiang’s economy is in the key period of transforming its development mode,optimizing its economic structure and transforming its growth motive force.It has taken the lead in transforming from high-speed growth to high-quality growth,and is in urgent need of a large number of high-quality talents.Under the current new situation,vigorously introducing overseas high-level talents and gathering knowledge,technology,capital and other innovative elements in a short time are important measures to accelerate industrial transformation and upgrading and enhance core competitiveness in Zhejiang.At the same time,the international and domestic talent competition is becoming increasingly fierce.If we want to "attract the Phoenix",we must show greater sincerity,more flexible mechanism and more efforts to attract high-level overseas talent.Based on the theory of talent capital and the theory of talent flow,this paper tries to summarize the invisible law of overseas high-level talent flow,analyze the important factors affecting overseas high-level talent flow from overseas to domestic under the background of globalization.And it provide methodological basis for Zhejiang high-level overseas talented person introduction.By comparing a large number of field research data,this paper reviews the current situation of overseas talent introduction work carried out by Zhejiang provincial talent management departments in recent years,and makes a detailed analysis of the practice and exploration of the overseas high-level talent introduction mode in Hangzhou,Ningbo andJiaxing,and deeply analyzes the problems and shortcomings of Zhejiang in the overseas high-level talent introduction.At the same time,drawing lessons from the advanced practices and experiences of the developed countries in attracting international talents,it is innovatively proposed that Zhejiang should take a new path in order to win the "talent battle",from the simple "throwing money" and "giving policy" in the past to the building of talent ecological environment,attracting and retaining talents by environment and system.And it realize the sustainable development of talents.Delete: The research on the introduction of overseas high-level talents enriches the theory of human capital and talent flow,and provides basis and reference for Zhejiang’s high-quality economic development.
