Research On Emergency Management Of Public Emergencies In Colleges And Universities

In recent years,with the rapid development of society,the environment is increasingly complex,public health incidents,the sudden public events,incidents have occurred,not only affect the safety of teachers and students,also caused some social impact which caused great concern in the relevant education departments and experts.Universities carry personnel training mission,gathering various experts and highly qualified students,both groups of public emergencies are most vulnerable,but also the most ideal emergency management training and execution group,plays a special role in public emergency management.Public emergency management not only reflects the rational habits and extraordinary management capabilities of university organizations,but also directly affects the reputation and image of universities.Therefore,public emergency management in universities has important research significance and social responsibility.This paper first studies the concept of emergency management,the status quo,through combing the literature of public emergency management,combined with the characteristics of public emergency management of scope,clear beforehand,and afterwards the research contents of the emergency management system,proposed construction of campus emergency management secondly,through the study of public campus emergencies emergency plan related research and national policy,clearly established the principle of the emergency plan,emergency plan for campus to build a framework and classification system.A number of evaluation indicators were selected to measure it,and the index system was selected through designing questionnaires,and accordingly,the evaluation index system of contingency plans for universities was constructed.SPSS software was used to test the data obtained to ensure the validity of the data.Finally,the evaluation system was assigned to the evaluation system combined with the analytic hierarchy process,and finally the evaluation system of the university emergency plan was finally determined.Through the structural model,Campus emergency management elements extracted,condensed:monitoring and early warning,emergency plan,emergency command,emergency response,emergency supplies and equipment,evaluation,information processing,reconstruction and other elements,and to rank the importance of key elements.The empirical study shows that the field control and contingency plans in the first level,the importance of early warning and monitoring in the first place;the second level,information processing in the third level,emergency command,emergency response and emergency assessment at the fourth level in fifth,supplies and equipment level,and to enhance the University provides a theoretical basis of emergency management capability.
