| Facing the new form of high-level talent cultivation,improving quality is the most central and urgent task for the reform and development of postgraduate education.Quality assessment of postgraduate education is an important support to ensure the quality of postgraduate education.The promotion of assessment activities and the improvement of the assessment system are conducive to the discovery of realistic problems in education management by universities,drawing the attention of universities to improving the quality of postgraduate education,improving the conditions of school operation and promoting the development of discipline level characteristics.At the same time,the development of the assessment system has promoted the development of assessment theories,and on the basis of absorbing the excellent assessment concepts of developed countries in Europe and America,a theoretical basis in line with China’s national conditions has been generated,which in turn has promoted the development of the assessment system.Taking quality assessment of postgraduate education in China as the research object,this study adopts the literature research method to sort out the historical evolution of quality assessment of postgraduate education in China;by analysing the four stages of assessment development,it explores the problems and causes of quality assessment of postgraduate education in China.Applying meta-assessment theory and “CIPP” assessment.Based on meta-assessment theory and the “CIPP” assessment model,it combines theories related to talent cultivation,the fifth round of discipline assessment and the opinions of the Academic Degrees Committee of the State Council and the Ministry of Education on strengthening the construction of the quality assurance and supervision system of degree and postgraduate education in the new era.The index factors influencing the quality assessment of postgraduate education were analyzed by collecting expert questionnaires,using Delphi analysis for scoring and index screening,and applying hierarchical analysis.A set of index system for assessing the quality of postgraduate education was constructed to assess the quality of postgraduate education in four aspects: background of postgraduate education and cultivation,investment in postgraduate education and cultivation,process of postgraduate education and cultivation,and achievements of postgraduate education and cultivation;suggestions were put forward to guarantee the quality assessment of postgraduate education.It strengthens the legalization and institutionalization of assessment,coordinates the relationship between the government,universities and society,and optimizes the assessment process in order to ensure the quality assessment of postgraduate education in China,thus improving the quality assessment system of postgraduate education and enhancing the quality of postgraduate education. |
