| Since the beginning of the 21 st century,with the development of China’s basic education reform,rural boarding primary schools have been widely concerned.In particular,after the promulgation of the Decision on the Reform and Development of Basic Education,the state required adjustment of the distribution of compulsory education in rural areas to solve problems such as dispersed distribution and distance between schools.Rural boarding primary schools play an important role in promoting the balanced development of basic education and making important contributions to the realization of educational equity.However,with the expansion of rural boarding primary schools,problems such as lack of resources and school quality can not be guaranteed.In order to ensure the quality of rural boarding primary school education,the state and the autonomous region and has introduced the "standard of primary and middle schools in rural ordinary construction",the Guangxi Zhuang Autonomous Region,compulsory education school education basic standard(trial)",such as policy of rural boarding primary school school standards put forward clear requirements,and spend a lot of money to the western regions.After years of construction,whether the facilities and equipment in rural boarding primary schools have been effectively improved,and whether the management of facilities and equipment has been scientific and effective has become the issue discussed in this study.This study focus on balanced education reform in the country social background,based on the education balanced perspective,a primary school in Pingguo city of Guangxi as a case,using observation method and interview method to research methods,through in-depth investigation and analysis the current situation of the development of facilities,inductive rural boarding primary school in the efficient use of equipment configuration and needs to be further optimized question: equipment configuration and the decoupling of the campus planning;Lack of follow-up guarantee and delay in reconstruction,supplement and maintenance;A large number of facilities and equipment resources idle;Low utilization rate of facilities and equipment;Facilities and equipment management extensive,non-standard problems.Finally,in view of the existing problems,in-depth analysis of the causes of the problems,and drawing on the experience of the past balanced education reform,put forward the rural boarding primary school facilities and equipment optimal allocation of countermeasures: change the concept of "quantity is only a picture",pay attention to the needs of teachers and students;The school makes long-term planning and optimizes the configuration structure;Set up quality assessment standards for facilities and equipment;Establishing the compensation mechanism of educational resources;Rationally adjust the layout of schools and narrow the gap between urban and rural areas;Seek multi-channel fund guarantee;Re-examine the importance of facilities and equipment,promote the concept of renewal;Establish and perfect school facilities and equipment management system,strengthen supervision;Fully excavate the use function of facilities and equipment,improve the use efficiency and other strategies. |
