Study On The Opyimal Management Of Ice Sports In Shanghai Based On The Form-north-to-south Strategy Of Ice Sports

In the late 1980 s,the General Administration of Sport of China put forward the strategic policy of "Ice in the North and Exhibition in the South",which laid a solid foundation for the development of winter sports events in China.At the same time,this policy made up for the imbalance in the development of winter and summer ice and snow events in China,and achieved some results in the process of implementation.In recent years,Shanghai has made rapid progress in the development of winter sports.With the development of "North Ice and South Exhibition" for many years,ice sports are becoming more and more popular in Shanghai.Shanghai is trying to explore to build Shanghai into the bridgehead of "North Ice and South Exhibition".Since 2000,winter ice and snow events have started and developed rapidly in shencheng.Based on the theory of sustainable development,the theory of regional sports resources and the theory of management by objectives,this paper studies ice sports in Shanghai by using the method of interview,literature and quantitative analysis.Through interviews in Shanghai some ice,head of the sports venues,questionnaires,refer to Shanghai in recent years to carry out the relevant ice sports of all kinds of activities to understand the Shanghai sports development and management of the basic situation in recent years,the ice,and the Shanghai municipal government and the enterprise for the ice movement of government management,social management,self management present situation basic understanding.The results show that although the ice sports in Shanghai have achieved fruitful results in the development process,the ice sports are not the main choice for people in the south to choose entertainment or exercise,and the development process is slow and restricted by various aspects.The main problems are as follows: 1.Lagging policies,no detailed laws and regulations.Among them,strict land resource policy,high energy consumption and related costs,and no standard access mechanism for enterprises are the main policy obstacles.2.There is no scientific planning and management of venues,mainly reflected in the limited number of venues,low specifications,and chaotic management system;3.Limited types of events to be held,and no long-term mechanism has been established for brand events;4.The level of professional talents is uneven;5.The club’s operation and management level is not high;6.Lack of social supervision.In view of the present situation and problems of the development and management of ice sports in Shanghai,some suggestions to further promote the development of ice sports in Shanghai include: 1.We will improve the management of government departments.First,improve and refine relevant laws and regulations as soon as possible;Second,optimize the access,exit and supervision mechanism of production and enterprises;Third,form linkage with sports organizations through government purchase.2.Optimize the socialized management of ice sports.First,we need to enhance the popularity and attention of the public and enhance the regulatory capacity.Second,the supervision ability of the news media.3.Optimize the self-management of stadiums and clubs.First,introducing social capital to optimize venue construction;Second,standardize the talent access and training mechanism,and introduce high-standard professionals;Third,optimize the club operation and management level.
