| In order to fully implement a series of decisions and arrangements of the CPC Central Committee and the State Council on innovation and entrepreneurship,accelerate the innovation driven development strategy,and implement the strategy of strengthening the country with talents,various regions have issued innovation and entrepreneurship incentive policies to meet the standards of the Internet age,meet the requirements of modern economic development,and comprehensively promote sound and rapid economic growth.Sichuan Academy of Agricultural Sciences as the first batch of innovation and entrepreneurship pilot units in Sichuan.Since 2014,in combination with the reality of agricultural scientific research,we have explored and established a new talent mechanism that can promote innovation and Entrepreneurship of scientific and technological personnel and promote the transformation of scientific and technological achievements with both career orientation and interest driven,and implemented a series of measures,achieving good results.This paper takes Sichuan Academy of Agricultural Sciences as the research object,adopts literature analysis,comparative analysis,case analysis and other research methods,and carries out according to the overall thinking of literature sorting,theoretical construction,current situation analysis,problem analysis,countermeasure discussion,summary and outlook.Under the guidance of human resource management theory and Maslow’s demand level theory,this paper points out the problems existing in the management of innovative and entrepreneurial talents through the analysis of management contents.It includes the problems that the system and mechanism do not meet the needs of scientific and technological innovation,the scale and grade of the platform are difficult to meet the requirements of innovation and entrepreneurship,the talent evaluation mechanism is not perfect,the ability of innovation and entrepreneurship is still weak,the innovation and Entrepreneurship of the legal representative is limited,and the innovation and Entrepreneurship of the off post is difficult,and analyzes the causes of the problems.Finally,some suggestions are put forward to improve the macro management of the government and deepen the internal management reform of the unit,in order to promote the ability of talent management of scientific research institutes,to provide reference for the management of innovation and entrepreneurship talents in other regions or industries,to create a good environment for innovation and entrepreneurship,and to achieve a win-win situation among innovation and entrepreneurship talents,society and units. |
