Research On Sichuan Science And Technology Innovation Talent Policy Text Based On A Content Analysis

In 2010,the state put forward the strategy of "priority development of talents",and in2011,issued the national medium and long term development plan for scientific and technological talents(2010-2020),which defined scientific and technological talents as the key factor of scientific and technological innovation.In 2017,the Ministry of science and Technology issued the 13 th five year plan for the development of national science and technology talents,which proposed that innovation is the first driving force for development,and that innovation drive is essentially talent driven.As an inland city in the west of China,Sichuan Province has limited attraction for talents.So how should Sichuan Province deal with the talent wars all over the country and all over the world? Through on-the-spot investigation,it is found that the system of science and technology innovation talent policy in Sichuan Province is not coordinated.Therefore,in this research background,this paper puts forward research questions.Through the research on the existing academic achievements,the author starts from the growth factors of scientific and technological innovation talents,combines the theories of talent management,scientific and technological innovation chain and policy tools,constructs a three-dimensional analysis framework of scientific and technological innovation talents management,scientific and technological innovation chain and policy tools,and analyzes the content of 66 policy texts issued by Sichuan provincial government and other institutions in 2002-2019.It is found that the current situation of science and technology innovation talent policy in Sichuan Province is the gradual development of policy system,the focus of talent management is incentive and training,the focus of science and technology innovation chain is technology development,and the focus of policy tools is supply side promotion.The main reason lies in the lack of market in policy making Demand orientation,system construction lags behind the development of society,and administrative system restricts the cooperation of departments.In view of the above problems,the author mainly considers from the perspective of scientific and technological innovation chain and policy tools,and puts forward targeted suggestions,Strengthen the system management of science and technology innovation talents in Sichuan Province around the science and technology innovation chain,conduct scientific management for the introduction,training,evaluation,incentive,flow and guarantee of science and technology innovation talents in the four major processes of scientific research,technological development,transformation of scientific and technological achievements and industrialization of high and new technology;at the same time,strengthen the use of basic policy tools in the management of science and technology innovation talents,and increase the demand We should strengthen the construction of the information platform of scientific and technological innovation talents in the supply side,and put forward a clearer goal plan of scientific and technological innovation talents.
