| In recent years,the state has always attached importance to the development of community education and the establishment of a learning society in China.With the support of relevant laws and policies,China’s community education experiment has achieved certain results.At present,however,there are still problems in community education,such as uneven development,insufficient service capacity and relatively slow development.The government still needs to play its leading role in promoting it.This thesis is guided by the theory of public management,from the perspective of district government,to study the problems and countermeasures of district government intervention in the development of community education.Through literature reading,questionnaire,interview survey,comparative analysis and other research methods,taking a representative case of Lianyungang City H as an example,we thoroughly explore the role played by district-level governments in community education.With the deepening of practice,it is found that the government has exposed some problems in the specific management of community education,such as the inadequacy of policies promoted by district-level governments,the shortage and improper use of community education funds,the lack of resource openness and utilization,and the lack of popularization of community education concepts.After comparing the development model of community education in developed countries and advanced regions in China,the author summarizes the successful concepts and mature experiences,such as strengthening the overall role of district-level governments,building a multi-sector development pattern for community education,and strengthening community education assessment.Guarantee the financing mechanism,broaden the diversified funding channels,and clarify the special funding and use rules;Optimize and integrate the resources in the area,integrate the resources of the positions,improve the allocation of community education teachers,and design multi-level community education courses;To raise the awareness of community education,strengthen social publicity,and establish incentive mechanisms to promote community education in the long term,so that district-level governments can better play public service functions in community education.The results of this study can not only enrich the theory of community education development,but also promote the development of community education in Lianyungang City and provide useful references for the better development of community education in other parts of the country. |
