Study On The Construction Of Primary School Charter From The Perspective Of Governance

The charter of primary school is the basic basis of school governance,the top-level design of the internal rules of primary school and the framework basis of the low-level system,and is one of the core contents of the construction of modern school system.It is of great significance to study the constitution construction of public primary schools from the perspective of governance for expanding the theory of constitution of primary schools and the practice of running schools according to regul ations.This study pay attention to the appropriate survey method in the concrete operation,through the research current situation of the construction of the articles of a ssociation of anqing city public elementary school,can be more intuitive understanding of the current situation of the construction of the articles of association of the public elementary school and the difficulties faced by,and can be more accurately to the causes of this problem carries on the system analysis,and on the basis of exploring the reasonable path to speed up the construction of the articles of association of the public elementary school.The main contents of this study are as follows:First,the research framework of the constitution construction of primary schools is constructed.Based on the value cognition of "school governance is a rational choice to adjust the contradictions in school development" and "elementary school charter is the natural direction to improve the connotation of basic education quality",this paper focuses on clarifies the two core research concepts of "school governance" and "elementary school charter",and analyzes the relevance and appropriateness between governance theory and the construction of elementary school charter.Second,further explore the primary school charter ontology.Analyses the legal nature and status,enacting subject and procedure,text content and structure,function and value of the charter of primary schools.Third,according to the construction of anqing city public elementary school in articles of association of the basis of the survey analysis,interpretation of the analysis the main problems faced by the articles of association of the public elementary school construction: improper legal basis for establishing the primary rules enumerate,formulation main body participation,develop and modify the program is not standard,the lack of captions and directory content,expression of the hierarchy is not reasonable,lack of operability of regulations,the implementation of the lack of super vision mechanism,and so on.Fourth,from the internal and external perspectives,in-depth analysis of the reasons for the prominent problems in the charter construction of public primary schools.The internal reasons include: the weak consciousness of the relevant subject constitution and the lack of relevant experience and laws and regulations in the construction of the constitution of primary schools.The external reasons include:insufficient guidance from the educational administrative department,and the high degree of "administration" in public primary schools impedes the construction of the charter of primary schools.Fifth,summarize the regular experience of the construction of the charter of primary schools in foreign countries.Through the investigation of the construction of the elementary school constitution in five foreign countries,this paper summarizes the regular experience of the construction of the elementary school constitution in foreign countries,and then obtains the positive experience of the construction of the elementary school constitution in China.Sixth,explain and analyze the reasonable way to promote the construction of the constitution of modern primary schools,namely: get rid of the path dependence,enhance the constitution consciousness of running schools;Legitimacy of supply:standardizing the process of making constitution of modern primary schools;To improve the scientificity: to carefully plan the content and structure of the charter text of primary schools;Ensure effectiveness: improve the supporting system and supervision mechanism for the implementation of the articles of association.
