Since the party's 18 th and 19 th congresses,the CPC Central Committee has attached great importance to the issue of education.The State Council's “Overall Planning for Worldclass Universities and First-rate Discipline Construction” has clearly proposed the construction of world-class universities and first-rate disciplines.“National Medium and Long-term Educational Reform and Development Program(2010-2020)”also point out to comprehensively deepen the reform in the field of education,deepen the reform of schoolcollege management,perfect the management system and the construction of modern university system with Chinese characteristics.As the undertaker of major function and the direct organizer of teaching and scientific research work in the university,college are substantive,also academic and administrative.They are a basic administrative hierarchy of the higher education management system.Therefore,as a starting point and a breakthrough point,the study of the governance structure of secondary colleges will be conducive to the improvement of university governance system and the construction of a modern university system.The research of this dissertation aims to analyze the current status,existing problems and causes of secondary colleges internal governance according to the modern university system and school philosophy under the guidance of the socialist ideas with Chinese characteristics and the theory of higher education in the new era of Xi Jinping,so as to construct a scientific secondary college management system.This is an important basis for rationalizing the relationship between the colleges and universities,and it is also an important part of improving governance system.This research uses a combination of literature research methods,comparative research methods and historical analysis methods,and through the combing of domestic and foreign literature,the definition of related concepts,and the use of university corporate governance theory,principal-agent theory,system theory,stakeholder theory and university corporate governance theory and power analysis of domestic universities,in combination with the historical evolution of college governance and the analysis and comparison of the governance structure of foreign colleges to explore the practical difficulties in the governance concepts,organizational structures,and operational mechanisms of secondary colleges internal governance and universities in China.On the one hand,it theoretically explores,enriches and complements the current domestic theoretical results on the research on the governance structure of secondary colleges in universities;on the other hand,through the analysis of the current status of the governance structure of secondary colleges,it proposes the reform of secondary colleges internal governance in Chinese universities.Targeted countermeasures and suggestions,through the coordination of the responsibilities,rights,and benefits of various stakeholders,the governance structure and institutional mechanisms of the secondary college are more scientific and rational,thus activating the college management system,liberating academic productivity,and mobilizing teacher's enthusiasm and initiative of scientific research,then improve the modern university system and provide disciplinary support for the construction of world-class universities and high-level universities.According to the historical evolution,foreign comparative studies and practical analysis,it is found that the secondary college lacks autonomy,the university's main body status is not prominent,the professor's scholarship is difficult to achieve,the conflicts between administrative power and academic power,and the division of political power and administrative power are not clear,insufficient supervision of democratic participation,and the need to improve and implement university regulations.In order to perfect the modern university system and establish the internal governance structure of colleges and universities' secondary colleges,the following suggestions are proposed: First of all,the establishment and improvement of the socialist higher education system with Chinese characteristics and the modern university system are the prerequisites for optimizing the internal governance structure of the secondary colleges.It mainly consists of two points: First,the governance structure of secondary colleges should be determined according to China's specific national conditions.Second,to establish a "service-oriented" administrative concept and academicrespect atmosphere in the secondary colleges.Secondly,in terms of organizational structure,we should reasonably construct the “four-in-one” secondary colleges governance structure of party organizations,administrative organizations,academic organizations and teacher-student representative.Adhere to the political leadership of party organizations under the leadership of party committees in the governance of secondary colleges,adhere to the administrative subject position of the administrative organization of the dean's leadership in the governance of secondary colleges,adhere to the academic dominance of academic organizations represented by professors in the governance of secondary colleges,adhere to the democratic participation and democratic supervision position of the teacher-student representative organization represented by teachers' congress,student union,and graduate student's association in the governance of secondary colleges.Finally,in terms of operational mechanisms,the establishment of a coordinated and efficient secondary college management system and operation mechanism mainly includes: standardizing the university regulations,clarifying the rights and responsibilities of the secondary college stakeholders,and clarifying the school-hospital two-tier governance system and the respective permission;establish and improve the decision-making mechanism,enforcement mechanism,supervision mechanism,and feedback mechanism of the secondary college;establish an incentive mechanism that guarantees professors to exercise academic power;establish academic organizations such as academic committees and guarantee academic decision-making power;to play the role of the second-level teachers' congress,student union,and postgraduate union.
