Research On The Allocation Efficiency Of Science And Technology Resources In Agricultural And Forestry Universities In China

The allocation of scientific and technological resources is an important part of the supply-side structural reform of agriculture.The efficient allocation of scientific and technological resources helps to improve the country’s ability of scientific and technological innovation,it not only has the function of training scientific and technological talents,but also undertakes the important task of national scientific and technological innovation.So,whether the allocation of science and technology resources is reasonable,and whether it can provide sustainable material guarantee for science and technology innovation of agricultural and forestry universities.Therefore,it is necessary to study the allocation efficiency of science and technology resources in agricultural and forestry universities.In this paper,the relevant literature at home and abroad to determine the research methods.Firstly,this paper describes the present situation of the allocation of science and technology resources in agricultural and forestry universities in China from the perspective of input and output,and uses DEA model and Malmquist index to calculate the allocation efficiency of science and technology resources in 29 agricultural and forestry universities in China,through Comparative Analysis of Agricultural and Forestry universities in different regions,the conclusion is as follows: Scientific and technological resources are at different levels,and the scale and structure of agricultural and forestry universities in different regions are not balanced,the scale and structure of scientific and technological resources allocation of high-level agricultural and forestry universities are better than those of ordinary agricultural and forestry universities,and those of eastern agricultural and forestry universities are better than those of Midwestern Sectional Figure Skating Championships Through static analysis,it can be seen that the overall efficiency of scientific and technological resources allocation in agricultural and forestry universities is decreasing,mainly because the scale benefit is decreasing,the main reason is that the technical operation is improving,but the regional disparity of the Total factor productivity is obvious,from the eastern region to the Western Region Agriculture and Forestry University reduces in turn.Then,the qualitative analysis method is used to analyze the impact of science and Technology Management System,human resources,research funds,science and Technology Policy and collaborative innovation on the allocation efficiency of science and technology resources in agricultural and forestry universities.Finally,based on the empirical analysis and qualitative analysis,the paper puts forward some suggestions to improve the efficiency of science and technology resource allocation in agricultural and forestry universities Strengthening collaborative innovation.
