Through more than 20 years of development,the university innovation and entrepreneurship education has made obvious progress,and the innovation and entrepreneurship education organization,system,mechanism and education teaching conditions have been preliminarily formed.In 2015,the state department issued a statement on the implementation of the education reform of innovation entrepreneurship.It indicate that innovation and entrepreneurship education is an important initiative to implement innovative driving strategy and promote that comprehensive reform of education.It is also shown that innovation is the first driving force for development.In order to accomplish this goal,it is very important to understand the current situation of innovation and entrepreneurship education and the efficiency of resource allocation,to find out the main factors that affect its efficiency,and to optimize the allocation of resources and improve the results of innovation and entrepreneurship education.In this paper,the study of the university of hunan province,using the method of literature analysis,the DEA-Tobit model,the questionnaire method,and the method of the method of analysis,which is to investigate the state of the 15 universities in hunan province in 2013 and 2015,and to evaluate the efficiency of their resources allocation,and to analyze the impact of their resources,and then to analyze the impact factors,and to finally put together the foreign experience and the results of the investigation to suggest possible policy Suggestions.The results show that :(1)it has been found by the questionnaire survey that innovation entrepreneurship education effect is remarkable,48.53% of the students know about innovation entrepreneurship education is more,70% of students with entrepreneurial intention,82% of the students think the school innovation entrepreneurship education,70% of the students think the school teachers,innovation,entrepreneurship education atmosphere,school support and the support of the people around have an impact on its innovation entrepreneurship.(2)through the establishment of the guiding teacher,the innovative entrepreneurship,entrepreneurial platform area of the three input index and proportion of entrepreneurship students,innovative experimental project two output indicators,using DEA method to measure the level of efficiency.The survey found that the comprehensive technical efficiency of 15 colleges and universities in hunan province was not high from 0.598 to 0.793 in 2013-2015.The value of pure technical efficiency increased from 0.938 to 0.870.The efficiency of scale increased from 0.717 to 0.908.(3)the importance of colleges and universities,students' comprehensive quality and the proportion of senior title of professional teachers in innovation has positive influence on entrepreneurship education,school category and embrace internship funds has no effect on efficiency of creative education.
