Research On Educational Financial Expenditure And Human Capital Under The Background Of Western Development

Since the 1970 s,especially since the reform and development,the focus of national economic development and resource distribution gradually shifted from the inland to the eastern coastal areas.During this period,the national economy has been a considerable development,social benefits have been greatly improved.However,in the face of increasing economic aggregate,regional economic structural contradictions gradually appear,which is manifested as the widening of the development gap between the eastern and western regions.In order to accelerate the economic development of the western region and balance the regional economic gap,the central government formally implemented the strategy of Western Development in 2000.Since then,the state promulgated a series of policies to promote the implementation of the policy.Under the leadership of Western Development policy,the western region has realized a leapfrog transformation.With the deepening of the implementation of Western Development,the focus of social attention has gradually shifted from the construction of hard power such as economic development and infrastructure construction to the cultivation of soft power such as education and culture.Since the implementation of Western Development policy,the financial expenditure on education in the western region has been improved,and the human capital stock has also been accumulated to a certain extent.But the net effect of the policy needs to be analyzed in depth.In order to study the policy net effect of financial expenditure,the descriptive analysis of education spending in the change of the total size and structure,and use the provincial panel data from 2000 to 2016 to build the OLS model and RD model.The study found that the policy reduced spending on education.And prefecture-level by 2000-2004 panel data also confirms this conclusion.In order to study the net effect of Western Development on human capital,this paper chooses the average years of education as the human capital measurement index.It constructs OLS model and RD model by using the prefecture-level panel data from2000 to 2006,and finds out the negative impact of the Western Development on human capital.Finally,by using the prefecture-level panel data from 2000 to 2004,the paper finds out the promoting effect of education financial expenditure on human capital under the background of Western Development.And through the study of the changes in the structure of education,it is concluded that although the primary education has been developed under the influence of the policy,the main reason that the human capital in the western region is suppressed is that the middle school education and high education have been impacted by the policy.Based on the paper’s research,it offers 4 specific policy suggestions :(1)Strengthen institutional innovation in the large-scale development of the western region and optimize the development environment of the western region.(2)Fully implement government performance management and reform the performance evaluation system for financial policies.(3)Increase government spending on public education and improve social education investment mechanism.(4)Release the stickiness of intergenerational flow of human capital and guide the rational migration of human capital.The main contributions of this paper are as follows :(1)The paper studies the influence of Western Development on educational financial expenditure and human capital in western China——direction innovation.Previous literature on the development of the western region mostly focused on the urban-rural income gap,transfer payment,industrial structure,resources and environment and other economic fields,less related to the livelihood of the people,especially the education field.Western Development is a comprehensive regional policy related to economy,resources,ecology and people’s livelihood.So that the theoretical and empirical research on the development of the western region should also pay attention to the field of education.Therefore,This paper chooses the direction of education financial expenditure and human capital in the policy of Western Development,which is innovative.(2)The study of educational financial expenditure is placed in a specific policy ——background and environmental innovation.The educational financial expenditure has always been a hot issue in the academic circle,but the academic circle focuses on the expenditure scale,expenditure structure and expenditure efficiency.It is an another innovation in the research field of educational financial expenditure to place educational financial expenditure in a specific historical background.
