The Analysis On The Effect On Educational Investment Toward Human Capital And Relative Countermeasures In Western Area

Under the circumstances of ever increasing global economic development and economical competition, many economists and researchers discovered from documents and data of example that the effects of economic quality related connective variations have been playing more and more important roles in the quantitative change of increase in economy. Except for those we have already known, the connotative factor revealed by economists is the human capital. As a result, researchers from all over the world have emphasized researches on human capital again since the middle of the 21st century. In China, with the ever increasing development of economic, the effects of human capital on economy has been already realized by Chinese economists and are gradually becoming key research subjects. The evaluation of human capital becomes the principal problem due to the underdevelopment of human capital market in our country. We found that that most of these researches mainly focused on nature of human capital and the importance of human capital play a role on economic development, but few people analyzed on the cost-profit of human capital, and the investment of human capital especially the investment of education. So the connection of human capital and investment of education will be a cut-in point of this article.In this paper, the discussion is based on the general principle of human capital, we induct the basic theory about investment of education from investment of human capital, and analyze the cost-profit of education investment from two angles (private and society), then introduce the relative knowledge about the educational investment yield. On the base of these theories, we combine with the existed amount of human capital and the concrete things of education investment in western area, and find the difference between western area and eastern area, analyze the existed problems, that is the infection factors about the form of human capital. At the same time, we calculate the yield of higher education in western area. At last, some corresponding policies and advice have been lodged.To conclude, we will face the pressure to deepen the scope of the economic reforms and entering the WTO. The result of the study have implication for obtaining the economic development in western area that the west should not simply cope the experiences of the east. It is not so easy to achieve economic growth only through foreign investment, advanced technology and material capital. The key point of the economic development in western area is the accumulation of human capital.
