| With the advancement of the socialization of college logistics,colleges and universities introduce the concept of property management.The property services of colleges and universities have gradually transitioned from independent school supply to outsourcing to professional property management companies.N University also carried out the property reform work with the new campus as a pilot in 2016.The cleaning,security,greening,conference services,and sporadic maintenance of the campus were packaged and outsourced to professional property companies through bidding.However,in the process of property service outsourcing N University encountered many problems,the supervision work is difficult to carry out.What causes these problems and how to solve the problems through supervision is what the Universities wants to explore in practice.This article first expounds the background and significance of the research,and then through the review and analysis of relevant domestic and foreign research,it is found that the research on universities ’property service outsourcing lacks the whole process research and collaborative supervision countermeasures.Then combed the relevant core concepts and theories.After introducing the history and supervision status of N University’s property service,my research start from the problems that N University encountered in the process of property service outsourcing.Combined with the assumption of information asymmetry and conflict of interest in the principal-agent theory,I analyze the source of the problems from the government and industry associations and universities.And then,I summarize the cause of the problems.At the last,I put forward the collaborative supervision countermeasures of government,industry associations,and universities by combining the collaborative governance theory and the responsive supervision theory.Building a first-class university requires first-class logistics support.Property service is a guarantee work that extends to all corners of teaching and scientific research,teachers and students’ lives.Effective supervision provides guarantee for first-class property services.This article proposes collaborative supervision countermeasures through the research of N University property service outsourcing,I hope that my article could provide ideas and methods for universities’ outsourcing supervision. |
