| The development of special education is an important symbol reflecting the degree of national civilization,which is highly valued,it has been highly valued and strongly supported by the party and the state.In 2014,the Ministry of education and other seven ministries and commissions jointly issued the special education promotion plan(2014-2016).In 2017,the seven ministries and commissions jointly issued the second phase of the special education promotion plan(2017-2020).Under the guidance of the national special education policy,the second phase of the promotion plan of Shandong Province clearly put forward the requirement that all county-level special education schools should be transformed into schools for the mentally retarded.However,under the condition of changing the type of students and weak teachers,how to promote the transformation and upgrading and high-quality development of county-level special education schools has become a practical problem.Moreover,2020 is the closing year of the second phase of the promotion plan of Shandong Province,timely research and reflection on the transformation and development process and practices can provide reference for the future development of more special education schools.This paper takes a county-level special education school in Jining City of Shandong Province as a case study,and selects the M school as the case study object according to the school running results,management norms,teaching level,construction scale and other factors.Using the method of literature,this paper summarizes a large number of documents in the transformation and development of the University,and combs the transformation process of the University;the key points of the transformation process are obtained through hierarchical interviews with school management and front-line teachers;with the help of literature analysis and interview content,this paper analyzes the problems encountered in the transformation process of county-level special education schools and the corresponding strategies.In the research,the main problems of M school’s transformation and development are: the accuracy of policy implementation is not enough,the orientation of school development is not accurate,the adaptability of teachers to the transformation and development of school is poor,and the teaching work is in trouble.The process of M school’s transformation and development is divided into three stages: preparation period,transition period and consolidation period;this paper summarizes the transformation and development of M school from the following aspects: promoting the implementation of policies,clarifying the transformation objectives,building a professional team of teachers,refining student management,adjusting classroom teaching,promoting the combination of health and education,optimizing the teaching delivery work and leading the project to solve the transformation problems.The transformation and development of M school has achieved certain results,won a good social reputation,improved the comprehensive quality of teachers,optimized the curriculum,improved the school conditions,and improved the level of teaching and scientific research.The Enlightenment from the transformation and development of M school is as follows: grasp the policy orientation,grasp the key period of transformation and development;carry out subject research to promote the transformation and development of the school;create excellent teachers’ ethics and conduct,and lead the construction of high-quality teachers;adhere to the people-oriented,teaching content to adapt to the characteristics of mentally retarded students;update the management concept and serve the special needs of the mentally retarded students. |
