To develop the education of the disabled, not only an important part of China's education, but also a symbol of China's comprehensive strength and enhance the degree of social civilization, has important significance for the full realization of the goal of well-off society in China. Promoting educational equity is established as our country's basic education policy, and promoting the balanced development of compulsory education as an important task of our country's current education. Therefore, it is necessary to study the balanced development in special education.A lot of public special education schools in our country are subject to the jurisdiction of the education department or other departments at the county level,so this research aims to investigate the teaching conditions in the special education schools at the county level,find the constraints and appropriate strategies on development of schools to promote balanced regional development in Shaanxi province's special education.This study investigates 30 county special education schools from 8 cities in Shaanxi province, which find that the area of the building, special education resources and the quality of teachers are not balanced between schools,while the quantities of teachers are balanced. Some suggestions are put forward to promote the equality development of special education in ShaanXi province,such as increasing investment in special education in Shaanxi Province, improving the sense of responsibility for the development of special education by county government, fully playing a coordinating role by provincial governments, improving identity for special education profession.This study discusses the issues of the balance of the allocation of resources, but also the existence of the governments at all levels and in the effect on the equilibrium configuration, it remains to be continue to explore.
