Study On The Synergistic Mechanism Of Government And Social Forces In The Emergency Rescue Of Mountain Outdoor Sports

Under the promotion of the state and society,mountain outdoor sports have gradually developed into one of the sports with high participation of ordinary people.People feel nature and experience nature in this activity,which opens a new situation of healthy life.However,with the increase of the number of participants in mountain outdoor sports,the frequency of mountain outdoor sports accidents is also increasing,which limits the development of mountain outdoor sports in China.The emergency rescue of mountain outdoor sports in China is led by the government and supplemented by social forces.Compared with mountain outdoor sports,the development is relatively backward,and there are problems such as imperfect emergency rescue system and imperfect relevant systems.Therefore,in order to promote the further development of our country mountain outdoor sports,consummates our country mountain outdoor sports emergency rescue system,this paper puts forward the mountain outdoor sports in the emergency rescue system to establish collaborative mechanism between the government and social forces,the purpose is to give full play to the advantage of the government and social power,efficient rescue,provide safeguard for the development of mountain outdoor sports.In this mechanism,government mainly refers to fire control,public security and medical institutions,while social forces mainly include nongovernmental social organizations,profit-making organizations,mass media and the public,etc.Due to the advantages of flexible organization and strong specialization,social forces have gradually intensified their participation in mountain outdoor sports accident rescue.At present,social forces have become an important supplementary force of the government,which provides a realistic basis for the development of coordinated rescue between government and social forces in mountain outdoor sports emergency rescue.Moreover,in the emergency rescue of mountain outdoor sports,the coordinated rescue of the government and social forces can effectively play the advantages of the government and social forces,form a complementary situation,improve the overall rescue efficiency,and promote the further development of the emergency rescue of mountain outdoor sports in China.Therefore,this paper takes the collaborative mechanism between the government and social forces in the emergency rescue of mountain outdoor sports as the research object.,on the theoretical analysis model of SFIC model,mainly through the literature material method,case analysis method,on-the-spot investigation method,questionnaire survey method,mathematical statistics,the mountain outdoor sports development present situation,the government and social force of emergency rescue coordinated rescue difficulties are analyzed,It is concluded that the cooperative rescue of government and social forces has become the development trend of the emergency rescue of mountain outdoor sports,and the difficulties of the cooperative rescue of government and social forces are mainly reflected in the following aspects: 1.The initial condition level: the willingness of the cooperative subject to participate is insufficient,and the trust foundation of the government and social forces is weak;2.Catalytic Leadership: the government has no significant catalytic effect and incomplete financial support system;3.System design: the division of power and responsibility is fuzzy,and the system of cooperative security is lack;4.Collaborative process: lack of effective information communication platform and social force self-restriction.In order to solve the above problems,based on the results of the questionnaire survey and combined with the actual situation in China,this paper puts forward the countermeasures and ideas for the construction of the coordination mechanism between the government and social forces in the emergency rescue of mountain outdoor sports from four aspects,which are as follows: 1.Strengthen the coordination concept and increase the foundation of trust in multiple ways;2.Establish a common goal of coordinated development and a resource sharing mechanism;3.Clarify the power and responsibility relationship between the government and social forces,improve the access mechanism of social forces,improve the coordination guarantee system and the supervision and evaluation mechanism;4.Strengthen the leading role of the government,give full play to the auxiliary role of social forces,and establish a perfect information communication platform.
