Research On Development Status And Countermeasures Of The Mountain Outdoor Rescue

With the rapid development of Chinese economy,the improvement of people's living standard and quality of life,the mountain outdoor sports develop rapidly as a kind of high risk sports.With the increasing number of participants,the incidence of accidents is rising rapidly,which makes the mountain outdoor rescue work become more and more extensive that form the mountain outdoor sports rescue way ofthe government rescue forces as the leading and civil rescue organizations as a supplementary in our country..However,in the face of the blowout development trend of mountain outdoor sports,the development of mountain outdoor rescue in our country lags behind seriously compared with developed countries,and exist many problems,such as no mountain outdoor rescue system has not been established and perfected,imperfect of the relevant laws and regulations,faultiness of the emergency rescue mechanism,and the scarce of relevant theoretical research,.Therefore,there is an urgent need to strengthen the relevant theoretical research of mountain outdoor rescue system to provide theoretical support for the construction of mountain outdoor rescue system which not only meets the actual development needs of China but also has practical guidance significance.This paper takes the methods of literature,questionnaire,expert interview and field investigation to study and analyze the current situation,characteristics and factor of influence of mountain outdoor sports accidents and mountain rescue organizations in China over the years to explore the problems exist in our current mountain outdoor sports rescue system and to draw lessons from the advanced theory at home and abroad as well as from our practical experience to give the development suggestion with practical and operative.This will also provide theoretical reference for our policies made by our government for the healthy and sustainable development of our mountain outdoor sports market.he study found that: The risk prevention consciousness of participant of mountain outdoor sports group is weak.The development gap of the mountain outdoor rescue organizations is large.The cooperative ability of each rescue organization is low.The operation fund is scarce and the lack of professional rascue person makes rescue efficiency low,.The main reasons are that the imperfect of relevant laws and regulations in our country,the unsound of early warning mechanism of mountain information,the unpopular of outdoor safety education,the lack of corresponding mountain outdoor rescue platform,the insufficient of training for professional rescue people,and the singleness of source of funds etc.Contrapose these series of practical problems,the article puts forward the corresponding solutions such as strengthening the construction of the national legal system,perfecting the construction of the mountain outdoor rescue platform,and speeding up the construction of the rescue personnel training system.
