Studies Of The Bottlenecks Of Capacity-building In HIV/AIDS Prevention Grass-roots NGOs

After our government clearly put forward "government-led, multi-sectoral co-operation and participation of the whole society" in the AIDS prevention work, grass-roots NGOs show advantages in this field. However, because of the limitation of the development of China civil society and the nature of the grass-roots NGOs, Grass-roots NGOs in the development process has encountered many difficulties and obstacles. Firstly, the challenges come from the NGO's capacity. A number of factors and restrictions makes grass-roots NGOs lack comprehensive ability. At present the research of grass-roots NGOs is very little. The study of their capacity-building is also limited to the macro-level. This paper is researching the capacity-building of grass-roots NGOs deeply and provide theoretical guidance for the upgrade of their capacity-building.Based on this acknowledge, firstly this paper starts with the connotation of the capacity-building of AIDS-prevention grass-roots NGOs, and describes the significance of it, finally concludes six parts of their capacity-building. Through investigation and questionnaire survey, we analyze the status of the capacity-building of AIDS-prevention grass-roots NGOs and five influent factors. Based on this, we find the bottlenecks of the capacity-building are the culture and relationship. This paper puts emphasis on the status of the bottlenecks of the capacity-building and the reason of them, analyze the bottlenecks in a new perspective. We put forward a basic idea to solve the bottlenecks of the capacity-building of AIDS-prevention grass-roots NGOs, and hope the solution can have good effects on the development of them.
