| Apprenticeship has a long history in China and has played a very important role in the inheritance of Chinese handicraft industry.Modern apprenticeship,however,originated in the west,the concept of the difference in the apprenticeship,the participation main body of modern apprenticeship more extensive,including not only the students and the teacher’s role,also introduced the important third-party companies and experts from all walks of life to participate,compared with the apprentice system,modern apprenticeship is more adapt to the modern economic and social development.Since the state proposed modern apprenticeship in 2011,relevant policies have been continuously implemented.The state has issued very intensive policies on modern apprenticeship with strong support.Up to now,the modern apprenticeship system has gone through three rounds of pilot programs and has accumulated rich experience through the joint participation of various parties.The policy of modern apprenticeship has already formed an initial system.The policy evolution of our country’s modern apprenticeship system is divided into three stages: the policy budding stage,the policy pilot stage and the policy implementation stage,and summarizes the characteristics of the modern apprenticeship policy from the three dimensions of policy subject,policy content and policy scope.And summary.Using "legitimacy" to analyze modern apprenticeships,it is concluded that the legitimacy of modern apprenticeship policies in vocational education is based on my country’s long tradition of apprenticeship,and its own operation can "increase the greatest interests of the majority of people" and benefit modern apprentices The operation of the system can promote social equity.On the basis of combing and analyzing the modern apprenticeship policies of vocational education at various stages,it is concluded that the root of the difficulties in the implementation of modern apprenticeship policies lies in the lack of formal systems of modern apprenticeship,the lack of informal systems and the lack of implementation mechanisms.And put forward suggestions on the optimization of modern apprenticeship policies from the macro,meso and micro perspectives.First,clearly formulate the formal system of modern apprenticeship in vocational education;construct a legal system to ensure the implementation of modern apprenticeship policies.Second,clarify the policy support of stakeholders in the modern apprenticeship system to provide a basis for the establishment of an informal system;establish a modern apprenticeship operation team.Finally,unify professional qualification certificates,build a multi-level evaluation system;build an open tutor system. |
