| In recent years,employment problem caused widespread attention from all walks of life,especially the Chinese government in the party’s eighteenth national people’s congress clearly pointed out that "employment is the foundation of the people’s livelihood,to promote higher quality of employment",at the same time as the traditional economic pattern of employment has undergone fundamental changes,"new employment form" emerging,employment especially young employment groups.The 2016 Government Work Report pointed out that we should focus on developing flexible employment and intensify efforts to promote the rapid development of new forms of employment.In recent years,the economic development of Heilongjiang Province is backward,especially the platform economy and new employment forms in resource-exhausted areas,which hinders the high-quality economic development of Heilongjiang Province.This paper mainly analyzes the problems and countermeasures in the development of new employment forms in Heilongjiang Province from the perspective of new economy featuring platform economy,and makes active explorations to promote the high-quality economic development of Heilongjiang Province and the economic transformation of resource-based cities.The method used in this paper is a combination of qualitative and quantitative analysis method.On the one hand,the existing research results of new employment form theory and the development status of new employment form are summarized,such as Keynes effective demand and full employment theory,the social security theory of the supply school,North and Davis institutional innovation theory,etc.On the other hand,through the relevant policies and data collected by Heilongjiang Statistical Yearbook,government work report and related websites,the problems and reasons,such as single new economic development model,prominent economic structure contradiction,and the development of Heilongjiang Province,the development of new employment forms in Heilongjiang Province.Through the relevant policies and policy results and excellent new model at home and abroad,we should speed up the development of heilongjiang province,strengthen heilongjiang province,strengthen the construction of new employment policies and regulations,improve the development speed of new resource city economy,speed up heilongjiang capital market development in heilongjiang province.Finally,it is concluded that compared with traditional employment or previous informal employment,the new employment workers have higher quality of employment,which is more conducive to achieve high-quality employment development.While solving the problem of the overall development of new employment forms in Heilongjiang Province,the development and utilization of resource-based cities is conducive to the solution of the overall problem.The innovation point of this paper is to explore the development of new employment forms in Heilongjiang Province from the platform economy and the perspective of new economy,so as to find the slow development of new employment forms in Heilongjiang Province and to promote higher quality economic development of Heilongjiang Province. |
