In the early twenty-first Century,with the support of social information technology such as Internet plus,digital economy,the new format economy began to form and flourished,while the new employment formats such as takeaway brother,net driver,shop assistant and other new flexible employment personnel were gradually becoming strong and non negligible employment groups in today’s labor market,but due to the lack of suitable social security policies at this stage,etc.Most of the employees of this group are not included in the coverage of employee social endowment insurance and social work injury insurance.With the development and growth of this emerging employment group,the social security insurance of flexible employees in new business forms has gradually become a social problem of concern.On the basis of combing the insurance policies and insurance status of new flexible employees in Hongta District,this paper carries out an empirical investigation on the insurance willingness of new flexible employees in Hongta District through questionnaires and interviews,and analyzes the differential factors and influencing paths affecting the insurance willingness of old-age and work-related injury insurance.In-depth analysis of the restrictive factors affecting the social insurance participation of flexible employees in new business forms in Hongta District in terms of policy system,social background and personal choice,including the binding of labor employment relationship and insurance system,the imperfect current insurance transfer policy of social security,the unreasonable payment base declaration system,the cumbersome payment process of flexible employment insurance,and the reluctance of enterprises to increase employment costs,The group’s ability to protect rights is weak,the ability of universal insurance is insufficient,and the awareness of universal insurance is weak.In view of the above constraints,combined with the investigation and analysis of the willingness to participate in the insurance and the business handling of the social security department,this paper puts forward reasonable suggestions to include the flexible employees in the new business form into the coverage of social insurance,and actively guide the insured personnel with payment ability to improve the quality of insurance:first,explore a new old-age insurance system for employees applicable to this group by weakening the restriction of labor relations on insurance,The platform will participate in work-related injury insurance according to the order quantity and amount,appropriately issue social security subsidies to the platform enterprises,improve the verification cycle and transfer policy of social security payment,optimize the participation and payment process of flexible employees,improve the treatment adjustment mechanism and improve the relevant participation policies;Second,we should improve the service level of social security handling by improving the online,offline and multi-point handling mode and strengthening law enforcement inspection;The third is to improve the publicity effectiveness of social security policies for this group. |
