A Study On The Issue Of Arrears Of Wages For Migrant Workers In The Building Industry And Countermeasures

The rural surplus labor force transfers to the city,participates in the urban construction activity,some agricultural hukou is engaged in the non-agricultural work,this part of the population is the peasant worker.The migrant workers in the construction industry are generally not highly educated and the legal concept is relatively weak,on the one hand,it causes a certain management problem to the management side,on the other hand,it will affect the effective implementation of the project to a certain extent.At the same time,the characteristic of construction industry is that the demand of labor force is relatively large,a lot of labor behavior is not standardized,and the construction project payment arrears are serious,these problems lead to the phenomenon of migrant workers' salary defaulting.Over the years,labor disputes of migrant workers have occurred frequently,and mass incidents of migrant workers have occurred frequently.Social stability.Under such circumstances,in order to prevent the problem of wage arrears of migrant workers from occurring and effectively solve it,the Central Committee,the State Council and relevant departments have issued some regulations and administrative regulations to regulate and manage them.Taking the migrant workers in the construction industry in Jinyuan District of Taiyuan as an example,this paper applies the methods of literature research,questionnaire survey,field survey,data analysis,logical analysis and other methods to conduct field research on the four major construction sites in Jinyuan District,Taiyuan City,with the methods of literature research,questionnaire survey,field survey,data analysis and logical analysis.Through the analysis of the whole,the author points out that the migrant workers in the construction industry in Jinyuan District,Taiyuan City,have the following characteristics: high labor intensity,long working hours,high working intensity and serious overtime work.In 2000,wages are generally low,industry risk is high,belonging to weak,and so on.The causes of wage arrears are mainly at the social and personal levels.The solutions and countermeasures are as follows: perfecting the legal norms of the trade,perfecting the social security system,helping the government to solve the problem,and strengthening the quality training of the peasant workers themselves.
